Brunswick outlines Stephen Drive connector plan at neighborhood meeting
Brunswick Public Works Director Ryan Layton presented a preliminary design for a new road connecting Garnett Road to Thomas Point Road via Stephen Drive, a currently private road, at a neighborhood meeting on Sept. 23, 2026. The roughly 800-foot project would include a 10-foot multi-use path, new storm drainage, and lighting, and is intended to ease traffic at Thomas Point Road, Bath Road, and Cook's Corner. Residents raised questions and concerns about traffic, lighting, pedestrian safety, and project timing.
Key points
- Layton said the project is at a 60 percent design stage and would be built no earlier than 2027, with 2028 more likely given funding and permitting steps.
- The new road would end at Thomas Point Road with a stop sign, not a traffic light, and would not be built in conjunction with planned Thomas Point Road work.
- Residents Lisa Trombley and Rich Ellis asked about traffic impacts and urged the town to coordinate the two road projects to avoid tearing up roads twice.
- Steve Luchin and Rich Ellis raised pedestrian safety on Thomas Point Road, citing families walking in the roadway in winter and asking for sidewalks, crosswalks, or signage.
- Nancy Suga asked about traffic increases, church access, and whether the gravel lot behind the former Taco Bell and KFC would be paved; Layton said that lot is not part of the project.
- Layton said vegetative screening is planned for two properties where the road meets Thomas Point Road to reduce headlight impacts, and that the design could still change.
Next steps
- Finalize the road design and go through the Planning Department permitting process.
- Work with property owners to acquire needed right-of-way.
- Pursue a MaineDOT Business Partnership Initiative grant to cover about a third of project costs.
- Bring the project through the Finance Committee and Town Council for construction funding.
- Staff will remain after the meeting to answer individual questions and review paper maps.
