So we had talked, the public safety building had their septic tank pump a couple weeks ago, and I made mental note to revisit that, because I can tell you for probably at least eight years for sure that the town hall all septic hasn't been pumped, and I have no idea where it is. I had a phone call with a homeowner on North Shore Road. We talked about a lot of things, but one of her concerns was that there are duplicate house numbers on the Shapley side as the same as the Newfield side, North Shore. So the deliveries are always getting confused. I'd be concerned that, you know, fire or rescue might be getting confused, but do you know that to be true, that there are duplicate? Deputy Kummer has proposed an initiative to start doing volunteer property checks where people could fill out an application and leave it here for him, and then we would deliver to him, and he put on a list for people that go away for the winter or extended vacations. He can, it's no guarantee, there's no cost to it, but he can add them to a list of properties to keep an eye on, knowing that they'll be vacant. We will keep this information here at town hall, and any freedom of access request in regards to these applications would have to be submitted through your County Sheriff's Department. But that this is just something that he thought would be a good idea where we have a lot of, 54% of our water farm properties, and I think it would be, I mean no extra cost to us in our contract. He's not guaranteeing it, but you know as time allows they'll take a stroll by and check on every place. And so he wanted me to put that in front of you guys to see what you thought, if you're okay with it moving forward with [9:23] Select Board member: that. That's fine with me. Yeah, SBIA, Jane Curtin used to run a program and people would sign up through there, so I think we put it out on the website just to make sure everybody would know, and let the camp people know, because I think that's more in the camp areas. We used to go around once a week in the winter, or maybe it was once a month. We used to go and check on camps and report back to Jane on them, to everybody. Yes, Steve. If it would be okay with the board for me to approach the deputy, it would be nice to log that information with the 911 dispatcher, because I can't begin to tell you how many times we go to somebody's camp for something and we can't get in touch with them because we have no contact information, but if they're going to fill out a form for them to go and take a look at their property, maybe that information could go on to the site file for the dispatch. They don't charge us anything that site file information. I think it's okay with the board to definitely seems like a good idea, but it seems odd that you wouldn't have contact information. They don't, and many times we'll go somewheres and there's no contact, mostly for seasonal. I've had both. Yeah, I've had people say call and say hey, I see you on my ring care, I'll hear something, you're on my ring cam, and I'm like hey, we trying to find, you know, gas leak. yeah, I mean I would just coordinate if you're okay with that. Well yeah, I would. Coordinate with the officer, common, we've talked about the officer karma, you guys getting together and well-checked type things for people, for elderly and stuff like that, which I think is a good program through the wintertime and everything else at the same time. Make a list of all the elderlies in the town and just, you know, just say, you know, if you're driving by or something, just stop in and say everything okay. You just never know. Yeah, so. [11:32] Select Board member / Town official: And Shapley Rec is hosting Trunk or Treat this year. It will be held on Halloween, October 31st, here at the community center from 530 to 630. We are accepting candy donations at the town hall, as usual. Actually, somebody was in a couple weeks ago and left us a bag already before you guys had even decided. [12:32] Select Board member / Town official: Official town meeting warrant November referendum question so following the last public hearing that we had was suggested that perhaps the gentleman who submitted the petition might want to rescind it after finding out that municipal tax living did not include the school and the county, and the next day we sent out a letter to the gentleman asking for him, if he wanted to rescind it, to do so in writing by today, as we have to have absentee ballots available. As of today, this afternoon's mail, we haven't received anything, so the board needs to move forward. The warrant you approved weeks ago in the writing and now we just need the board to vote to sign the warrant so we can arrange to have it posted. October 20th is still the set date correct for the next hearing for the next meeting on that the discussion is that we've talked about still working on is to make that also part of the discussion about basically about taxes not school and County just municipal because this referendum just controls a municipal so it would be a discussion and as always it's always we're talking about taxes. I know we're going to get off subject because somebody's going to ask a question along the way. We're going to try to keep it towards that, but we're going to have an explanation on our end of how it would work if this referendum went through, what the numbers would look like. And if by chance it did go through room and the things we didn't have enough money to pay for all the services, the choices that you would have to be made if we didn't have the money in order to spend. I mean, that's what it basically comes down to. You have so much revenue right now, you have so much revenue and you have so many expenses. That's what you get for services. If one goes down or the other one goes up, somebody's, you got to make decisions along the way what's going to be changed. So we'll have numbers, spreadsheets up here trying to explain how it is. We'll talk about the referendum itself, but we'll talk about the taxes of what that is just on the municipal, municipality end of things. That's all we control. We don't control school, we don't control County except through you voting. You do controlled by your voting. Yes, that were to get approved, when would that take effect? It's coming into it pretty good. It needs quite a bit of gravel around for the approach, and that has to be good. We can try and get that as much as I can in tune, so after they pour the pad, I won't be too much behind getting everything done. Some grading last week. Finished running the pits today. Those ones did very well. Went down, everything burned down good. Cleaned up the driveway, pushed the leaves off sitting there, and watching the piles burn and pushing the piles in, and that's it, just getting ready. We're being, Jeff had talked about doing stockpile and I gotta get over there and do my business at the sand salt facility in the next week or so, and so we're all set to do that. We second week in October going into the third week of October, I guess we talked about if everything works out right, so hopefully we have a schedule this year, but we're going to try that. I guess that's it. Perfect, Jeff. Yeah, same thing, I've been doing a bunch of green trying to get caught up on that screen. Set up and getting that all my side of it all squared away, so get it before the leaves fall, Mr. Steve. we've started evaluating our fire ponds you know, we're still in a drought, you know, we got some rain but not enough really to make a big dent in where our dry hyphens are. Myself and Chief Payne, we spoke and we're going to start activating our tanker task force. We have a list of tankers, if we have a working fire, to bring them in much sooner because we may have to travel a great distance to get water. So we're this week we're gonna send a crew out to evaluate where we're at with that. We do have Point Road which is a good source of water because that's right out of the lake and that hydrant is in really good shape. And then we've got the one on off the main street, I gotta keep, if you get all false road there, we've got, yeah, that's on Shapley Pond, that's a good dry hydrant we've got a few other ponds but like johnny pears off the road here this is just be sucking mud so you know we 're still in a drought make sure you get a permit and make sure your fire's out and that's all I got. Did you talk to the planning board or code enforcement officer about the new houses that have the long driveway that are not wide enough and talk to the code enforcement? We're working with some, working with someone on 20 but during Rich spoke to him today, he's gonna put in a hammerhead so that we can pull up to. He's like 900 feet off the road I think, right, you can make us turn around up by his house so we can turn the trucks around. But I've only talked to code and not to the planning board. I was hoping to make it to the next meeting to discuss that so we can try to get some verbiage out for next I think it's a good idea, so I'm sure we follow up on that. They're currently on orientation, going through a process. Tonight, we're voting on a seventh new employee. After that, our EMT roster will be completely filled. We're not focusing on any EMTs anymore. Now we're moving up to ALS, the paramedic level, the AEDMT level. The AEDs have been delivered. There's one on the squad. I delivered the other one to Michelle. I also got the AED housing units in, so we can put one, I guess, in the community center and then the other one in the town hall. I am going to need help with that, Mr. Darin, installing it. Sure. I don't want to install it upside down or backwards or anything. Just get me a show. And then our staff meeting was a success. We had 17 people. We just about ran out of food, and we went over DA stuff, and our expectations moving forward. [21:10] Select Board member: All is well. EPR program delay, letter to Governor Mills. So this is a letter that's been drafted by ECO Maine. The funding for this program, EPR, remember the acronym, Extended Producer Responsibility, it's a program where the producers help fund some of their recycling as well as the state funds some. Apparently the funds have been delayed, so they've asked that participants in the program send a letter basically asking to expedite the funds being released to help encourage the funding for the recycling. So I passed that letter on to Michelle, so this is just a recommendation that we send this letter to governor Mills this [27:38] Select Board member / Town official: Now, this is the first year that EPR program has been in existence, and we had to sign up for it, and they were supposed to pick somebody who was going to oversee it, I guess, and administer the program. And that was supposed to be done months ago. And so we've signed up, and we still don't know. They say to track your spending, but we don't know what we're tracking at this point because they haven't created any rules to go along with this law because they haven't, they haven't picked somebody to administer the program. So ideally this is should help supplement to a good extent the single sort recycling costs that we have with hauling and disposal. So the delay and here we are, you know, we're at the end of the third quarter and no [Select Board member: money. [32:49] Select Board member / Town official: So annually the state updates their appendices to the general assistance ordinance to accommodate for cost of living increases and so forth. And as a municipality we have to adopt the new appendices into our ordinance annually by October 1st. We can adopt the state maximums or we can increase that number and create our own. Historically, we've always stayed with the state number and never adopted our own in addition to. We'll start with a summary of the changes in one year to the next. So the overall maximum that we would pay out per case on a non-emergent basis, which means a second half-time applicant, first-time applicant is an emergent basis, and you can exceed the maximum for the first time to avoid an emergency. So the maximum in 2025 for one person was one $1,278, 2026 is going up to $1,409, that's an increase of $131, broken down that's a 10% increase. No changes were made to the electricity maximums, the housing maximums for a zero bedroom or an efficiency apartment, there was a $126 increase, which is 11%. One bedroom is a $102 increase, which is 8%. Two bedroom is a $95 increase, which is 6%. Three bedroom is a $165 increase, which is just under 8%. A four bedroom is a $211 increase, that's a 9% increase. And then on the food, the food only went up for a single person by $8. So it went from $298 a month to $306 a month. That's an $8 increase of 2.5%. Heating fuel, they appropriate gallons and not dollar amounts on their maximums there. And that runs from 50 gallons to 225 gallons, depending on the month. Obviously the colder months, the more gallons you can put out. But in comparison to this time last year, oil was at $3.49 a gallon. It's currently at $6.07 a gallon. It's a 73% increase over last year. So any fuel assistance through the General Assistance Program is going to see a significant increase. And then the only other increases that we see are on the mileage rate, and that's for going to medical appointments. That's an allowed expense. That went up two cents per mile. which is a 3%, a 3.7% increase. So all of these increases, while they don't seem substantial, we range from 2.5% to 10% increases, which matters in our budgeting. The state reimburses 70% of these expenses. expenses. In comparison, I've got the last five years data here. In 2022, our total expense for general assistance was $3,500 and change. And this was COVID, the rent protection was still in effect then where this the state had a pro state and federal had a program where basically they were paying your rent for you anything that you couldn't afford in 2023 that rent protection program ended and that's when a lot of people became homeless and they also the definition of homeless you didn't have to originate in Shapley you could be You could have been in Sanford when you became homeless, but that program, the program ended, they're Out on the street, and they just show up in Shapley and say, I'm homeless in Shapley. And so then we were, they're finding temporary housing. So a lot of that in 2023 was hotel stays for a lot of different folks. We spent $40,000 in 2023. In 2024, we spent $30,000, and that was primarily temporary housing. 2025, there were some changes made to the law which reduced the temporary housing emergency to 30 days a year. So it was, when you're homeless, your emergency didn't stop after the first month. Once you're homeless, the emergency continued. So the temporary housing could continue pretty much all year long. But in 2025, the law changed, and we now only have to pay 30 days in one year for temporary housing for one household. So we saw a lot less temporary housing once that law changed. And we saw a lot more electricity and mortgage assistance in 2025. So we're down to $11,000 in 2025. 2026 year to date, we are at $6,000 expense. And that, I haven't had any temporary housing this year. We've had some assistance, rental assistance, mortgage assistance, oil assistance, and electricity. So, in numbers, we had eight individual cases this year. They might be repeat applicants, but eight individual households. Households. Last year we had 10, the year before we had 20, the year before that we had 19, and then back before it all fell apart we had 4. And that was primarily for an electricity bill or an oil bill. So that's the summary there. What has changed in the ordinance? This is a state program that the town of Shapley is obligated to be enrolled in. 30% of these fees are the town's burden to take care of. This [40:48] Select Board member: Down the numbers you gave was that after reimbursement from the state? That was before. [40:52] Select Board member / Town official: After reimbursement, our highest, our 2023, was $12,000 cost to the town. 2024 was $8,800. 2025 was $33,000. And this year, our cost so far is $1,800 under this program. [41:12] Select Board member: How fast is this? We pay 30% punish. [41:14] Select Board member / Town official: The state reimburses in about three months. [41:19] Select Board member: Three months? Yes. For each individual case? No. [41:22] Select Board member / Town official: No, so we submit a monthly reimbursement form. So whatever we paid out for the month, we submit that. Within three months, we'll get the check. [41:42] Select Board member: Yeah, but what do we have on hand? [41:46] Select Board member / Town official: Oh, so our budget is $10,000 for general assistance. [41:51] Select Board member: And you've used $6,000? [41:53] Select Board member / Town official: I've used $6,000 so far. [41:55] Select Board member: But that's without the reimbursement. [41:57] Select Board member / Town official: That's without the reimbursement. So we've used $1,800 of our own money. [42:02] Select Board member: $1,800 out of the $10,000. Winter isn't even here. [42:09] Select Board member / Town official: So from the conversations and the phone calls that I'm getting is that the LIHEAP as it always is delayed. So LIHEAP is your county community actions program for low income fuel assistance. And so LIHEAP they'll usually give you a set amount of gallons that you can get from them, and that's usually at the beginning of the year, but for the past couple of years, it's delayed, it's delayed, it's delayed. They don't even see that money until January, so I have a feeling that we're going to get hit in December with people that can't fill their tanks. Hopefully, nobody's filling it right now at $6 a gallon, and hopefully we see something happen over the next month because it's going to be a sad story. We have our emergency fuel assistant fund, which is all through donations, a lot through the Lions Club, and we've done some fundraisers. We have some fundraisers coming up to do them. I think I have $6,000 in that, and that's about what we typically spend in a year in fuel assistance, and that's outside of the general assistance program.
