[2:09:04] Library representative: Yes, just a quick report about the library. We have our newsletter. It's on the website. It's on Facebook page. It's in the library. We have somebody coming to teach Chinese Mahjong on Monday, October 19th from 1 to 3. She actually lives in Virginia but will be here in a moment. She's offered to do that. She teaches that at her home where she lives. I don't even know where she lives, but so we have eight people signed up. We can take four more people, and we have the main wildlife park pass. That's the discount pass. You pay five dollars per person when you get there, and the park closes November 11th. We have a few passes left. We've been having some STEM programs, science, technology, engineering. Engineering. Mathematics. So we have a volunteer that has offered to teach those classes. We have 20 kids signed up. So they've been coming on Tuesdays at 2 p.m. They're learning ham radio and other science things. They were practicing Morse code today. And they've been having a lot of fun. So we have a lot of our other programs. I've told you about those in the past. We generally have over 200 people during the month that come to our various programs. We loan out an average of 1,500 books and DVDs and such during the month, and we have take-and-make kits for the kids, and that's about it. Yep.

As you may have seen my signs or heard my name around town, my name is Jamie Newton, a long time resident of Waterboro, a wife, a mother, and a taxpayer. I am running to be your state representative along with Parsons Field and parts of Waterboro. I'm an active community member and care deeply about this community. I know things cannot continue the way that they are in Augusta. I have the invaluable guidance and full support of my esteemed, respected, and amazing friend, David Woodson, who has led me to this challenge after I asked him a couple years ago, what can I do? Well, he's given me a job. I will do everything I can with honesty, integrity,, fairness, and grit, just as he has. I'm here tonight to discuss the damage to the back of the town hall and so I want to apologize because that happened quite a long time ago and I'm not in operations anymore so I didn't know that nothing was being done so I saw it two weeks ago on your Selectmen's meeting and I started in that next day you know contacting the town and so forth so i have a contractor who will go up and remove it so the problem right now is it's hard to see the damage behind it so we're going to take it down and then we can assess what's the structural damage to the box and he's a mason so he can and he's told me that he can repair it so that part of it's in the process as far as the wooden roof itself so we both feel it in taking it down that you we can't get it down in one piece so it's rotted on each corner and it's wrapped so by the time we try to save it 's just gonna basically fall apart anyhow so that being said that we feel that we have some degree of responsibility to rebuild that but due to the rot and the age that it's not all our responsibility so I've asked the town if they really want to put it back it's on the back side of the building I don't know when that was added on but that's not a part of the original town hall it's where they used to store i believe one of the ambulances there and now i believe they have signs and other stuff in there this is not a lot of equipment in there so i guess my question is does the town want to put that back up there or the board of selectmen want to put that back up and if they do I've talked to my people and they agree that they don't feel that we're a hundred percent responsible to replace that the way it is we can't put it back the way this is a lot of rot there so but so you have any questions or anything? I

I was looking at that the other day. So as far as damage to water or anything else coming off that roof, it's going to be a
[2:17:23] Mike Carroll (former town official): need for it. Let's put it that way. My main concern right now is getting that down and getting the masonry repaired. So I've lined up a guy to do that. he's supposed to start to tear it down thinks he can get it down on Friday okay and then he can get a better look at the masonry and give us a quote I have a quote to tear it down I just need a quote to fix the masonry and then we need you know whatever you guys want to do as far as the wooden roof goes I do have a contractor that is willing to build that and we will help him put it back in place if that's the route you like to take but I just want you to know that financially we don't feel That we're 100 responsible to rebuild that and put that back into place because of the age and the rot that's there. But we definitely want to be a part of that if that's what you decide. That probably part that will probably get done this fall. We're already in the mid-October and the snow is going to fly before we get that back up there. Like I said, I wanna get the masonry done.

[2:18:39] Mike Carroll (former town official): Oh, I didn't mention that we would be willing to pay, I don't know how you wanna word it, but if you didn't put it back up there, we'd be willing to give the town a donation of a thousand dollars and fix it. We would fix it and then give the town a thousand dollars. What
[2:19:08] Select Board member (Brady): do you think Brady? I mean, I think that it should, I know we spoke about this a little bit, but I think it should be restored to the state that it was, understanding that there was rot from the previous just it being there for a long time. I understand that there was rot, so maybe it was something that we were going to look. I think it's another thing we need to figure out long term what we're doing with that building. I'd hate to pay to put a roof on and then not keep that part of the building or at least find out what the cost would be. Find out what the cost would be and I also think that I know in my discussions like with Wade he believes that it should be restored to the normal back to what it was when it was damaged. But I know we'd have to rebuild that route. I know that Wade's not here and so that was another thing that I was going to bring up is that you know I don't, we don't know how, I know how Wade feels or felt at the time. I don't know how Jerry feels. I do understand that the significance of getting it repaired before the winter, so I think we can proceed with the masonry work and then if needed down the road we could always figure out a way to put on that roof. Look at what

[2:21:03] Select Board member (general assistance discussion): This is a little bit of a delicate situation, but we've got a gentleman with us here tonight. He's authorized Brad and myself to speak on his behalf. Courtney has the signed paper. It does revolve around general assistance, and he is willing to waive his confidentiality to discuss this. Yeah, and this is emergent, so he's here. He knows what's going on. He's willing to waive the confidentiality to get something done because we just can't, quite frankly, you guys have to do something. Okay, so he's a 10-year-plus citizen of the town. Due to issues beyond his control, he's homeless. He has been since June. The town has an obligation when you're elected, selectman, assessor, and overseer of the poor, okay? He has gone to GA, and Courtney did a good job and followed the GA process through the state, and they told her what could be done through the state that we would get reimbursed for. I'll let John make that call. I think I got to be honest, I think John, you can decide whether you want do this in private or here, but I think beyond what help we're going to be looking from the town, I mean, we're gonna stand here and ask for some help from people, from citizens, from good-hearted people just looking to help out. So we have kind of a plan that we'd like to try to see happen. I'd like for the board to authorize a safe place to stay. We've looked around, the best option, it's not great, but the Sanford Inn deals with GA. I would like to see you guys authorize him to stay there for up to a month, and following that, GA is offered to pay and reimburse a security deposit and the first month's rent on an apartment. That would be nice, but we need more. We need, we need you guys to agree to pay six months so I want, I'm looking for to get him in a safe place for the next 30 days so we can find him a more permanent place, look for a job at the same time. He wants to work. He's eager to work. He's begging for a job. So if anybody out there needs somebody that's looking for some labor, some work, and in that 30 days we are looking at a couple of other options locally that may not require a security deposit in six months rent, but we need, you can't turn this around in a month, okay? He's got, we're going to some Social service agencies, but it's cold out. Yeah, it's cold. Okay, I'm going to say it because I'm not looking for anything for myself. He's staying at my house, okay, because he needed a place to stay. He couldn't stay outside any longer, so he's, I'm not looking for credit, I'm just letting people know that he's not in a tent right now. He is in a warm place with all the facilities he needs, but unfortunately where he's at, that building on my property isn't winterized. It's got full bathroom, it's got a full kitchen, he's got a place to sleep. John, I think, is comfortable there, but the colder it gets, the building isn't winterized, so we need something a little more permanent, and without knowing what he has to look forward to for help, it's hard. I mean, you can't, it's hard to find a job if you can't tell anybody where you live, quite frankly. If you're living in a tent and you want to look for an apartment, I rent apartments, right, like I'm not going to lie, I don't want to see, you know, we try to help everybody we can, but you know, landlords are not just going to take somebody walking out of the woods and rent to them. I mean, it's so, it's, that's not easy. So there is, it shouldn't be a money issue. I know we're not going to get reimbursed from GA for all of it. I know there are accounts where people have made donations that can be used, and above that, we really shouldn't be considered. I mean, I don't want to break the bank, but the cost of the cost, and you know, we're fortunate that there's not 20 people like John here tonight. Excuse me, it could be, and that doesn't mean we, you know, we can do what we got to do, but I think as a society and as a town we, you have to do something.
[2:27:01] Social worker / caseworker: So, yeah, so. I've been in contact with John's, I guess you would call her a social worker, and she's exploring other avenues for John. She's been looking for housing. She got him set up with a doctor. She got him set up with a dentist, and she is looking at other sources to take care of him. Right now there isn't anything that's suitable, and I'd like to say that John has, I would say at best, been under housed for probably over a year. He hasn't, he's, he's not out there panhandling, he's not out there stealing, he hasn't come to the town or gone anywhere else other than, you know, some of the people that we know here in town for any type of help or assistance, but he's in dire straits right now, and I think
[2:28:13] Select Board member (general assistance discussion): It's up to us to step up, you know, it's it's really just a lousy system because a 25 year old man who can get into this position they don't a lot of help for but there are programs there are things there's they do have some really good programs down there where they track people help them find jobs and continue to assist them as they're working so they can get out and eventually just be 100 on their own so that's that's the goal is like I said is to get him working he wants a job you'd like to work but to get to that spot just doesn't happen overnight so
[2:29:11] Select Board member (Brady): I have spoke with Brad John gave authorization for me to speak with Brad and I've said it and without going into details I mean the town has before placed people in the Sanford Inn for longer. So I,, we are the assessors and overseers of the poor. It's not a, they, you know, John just doesn't want a space to hang out like he's gonna be working. And as a landlord myself, I can verify that, you know, it's, it's hard to get a unit without a landlord reference or a, job, a job. And this, Brady said, this isn't unprecedented.
[2:29:50] Select Board member (general assistance discussion): That we've in you know in the past it's we've the town has helped out a lot of people okay they've done it and we've done it when we weren't asked you know if the board found out I mean I can certainly speak when Howard was on the board and Brady if we just knew somebody needed help we did what we had to do right and we found a way to help them out this one's kind of slipped through the cracks a little bit because the need is greater than most and it's going to cost some money but I think we have to do something and there are a lot of people there are a lot of people that have been helping them there's plenty of people in this room tonight and that are willing to help them move forward but we got to get them in a safe place now so that the people in this room and other people on the outside can have some time to try to work and find a better solution so I guess at the least I would ask right now is that you authorized Courtney to call the Sanford in tomorrow and authorized to pay for up to 30 days I don't know
[2:31:05] Select Board member (Brady): no i'd make that a motion to authorize courtney to call the sanford in on john's behalf and allow out up to 30 days and then like with every other gaks in the town we review before that 30 days is up and if more time is needed we deal with it then we'll all come back in 20 days and try to
[2:31:23] Select Board member (general assistance discussion): Say where we at, what have we got for a solution, if anything? And I'm not here to guarantee there is a solution, but we got to take it a step at a time. Training program, I haven't looked into anything like that. I mean, I don't, I mean, certainly if anything, I don't know where to go. Yeah, I wouldn't, but you know some people that have already said locally that they'd help them out with some work here and there. So if we can just get them safe and then start to look at those options, and if we can look at some training programs, yes. Yeah, and that's what he's willing to do. He's not, he's not willing, he's not just looking for, he's looking to just get a hand up to where he can not need a handout, right? So you can take care of himself.
[2:32:22] Social worker / caseworker: To the question that was made about training programs, his caseworker is looking into those programs as well. She's pretty busy lady. I think she's coming up against what a lot of people are coming up against in this situation is that there's just not a lot out there at the present. But there are some programs out there, and she is exploring what she can do and what's going to be available for John. Some of these things revolve around a job. If he had one, transportation to get where he needs to be. I believe he has a driver's license, but he doesn't have a car. So you know there are certain obstacles that at present, but at the same time, if he's as John mentioned, if he's got a place that he can call home and have an address, many of those issues can be resolved with public transportation or whatever is out there that you know people get rides, right, ride share programs, and we've talked about if we can get him in Sanford
[2:33:29] Select Board member (general assistance discussion): There's clearly a lot more opportunities for employment in Sanford. So if you can get, if you can get there is there's plenty of places within walking distance that hopefully you look maybe get a job to start.
[2:33:58] Select Board Chair: I've been out of it so long now, I don't know where to go. Yeah. I know high school would be probably a high school location, but a good slap down in Sanford.
[2:34:11] Select Board member (general assistance discussion): I mean, I'm going to say it. Cindy's helped him. Ricky's helped him. A lot of local people have helped him. We're all committed to not just dropping him in Sanford and saying, hope this works. Right? Like, I spent a lot of time in Sanford. I will certainly stay on him and follow up and see what he's doing and make sure he has what he needs and go from there. So it's, he'll have support.
[2:34:37] Select Board member: I would, I would, you know, with doing this, I would, if you're okay with this, I would like to revisit, you know, kind of do the check-in, see where we're at in 20 days. But doing an executive session with me, John, and your social worker, if she's available.

No, I think we can save a few days or gain a few days if we make this happen maybe towards the end of the week. So he's welcome to stay where he's at until then. [2:36:50] Former town clerk / public commenter: Not here to bash the treasurer, but I am here about this payroll stuff you all got into, as many job descriptions and as town clerk duties wise along with tax collector and treasurer, I myself been here long enough, I did let go of the town clerk because I know I could not handle both of those even with a deputy with me, the treasurer position is no different, and as of Julie and as with me, we're up there in age and I'm sorry my brain, I'll admit, is not what it was, sharp as it was probably four years. Ago, so like I said, it's time to let go of some things, I feel that the treasurer's job should be broken down to different parts of her job description. Now we're starting in with this payroll company, and I understand that we're supposed to have – we're going to be our own time clocks with our telephones. So my question is, do you know how this whole system is going to evolve in regards to the information of each employee putting in their own time to this company? Are they going to send you a report every week or every month to let you know how many hours are being, these employees are being paid? You have to defer that to our payable specialist. You got to be on top of that, but anyways.
[2:38:26] Select Board member (Brady): Yeah, I from what I understand with this system, and I'll be the first to admit I haven't been as involved as Lori or Courtney has, is that it's not much is really gonna like right now, like at the fire department we punch a timesheet and at the end of the week it goes to either the chief of the deputy chief and it gets sent down here for approval. The same thing is gonna happen is that a firefighter will, yeah, a firefighter will clock in and then at the end of the week the chief or deputy chief goes in and approves that and then we still have a payroll warrant to sign and then Courtney has to release the authorizations to the payroll company, yeah, so

Because the other documents I received is we have nothing on file to be a fire chief for experience or an assistant chief. All right, we did have a lieutenant one, no, a captain one, I think a captain and a lieutenant because we just appointed those, but on that we had nothing on file. So I mean, that's kind of an embarrassment, you know. And you got, you guys have asked time and time again inbound credentials for all offices. So where's that? Because it's going to come out sooner or later.

But there's not a document that says, like, every time that Jared goes on a call or Doro or Tim or anybody goes on a call, nobody marks a tally next to their name on a sheet in the office except for that incident. She's told how much money is to be dropped into the pay court bucket, so to speak. And pay court takes it from that, they do all the reports. In other words, she does nothing more than say, you need $5,000 in that account, boom, it's in there. That's her extent of it, right there. They do the rest, the reporting, the state, the feds, and everybody else, the W2s, they do it all.

And for the price for the heating oil per gallon for GA deliveries is be the current market price less 20 cents. The fixed price for K1 fuel per gallon, automatic delivery and GA deliveries, that's not available. And the price for propane for GA deliveries per gallon is market rate less 20 cents. Additional charge for calling in GA deliveries per delivery is zero, and the additional charge for after hours GA deliveries per delivery is $100. Additional charge for priming system for GA deliveries per prime is zero. The heating equipment service charge per hour is $95. Due to current market volatility, utility, Easton is not able to offer a fixed rate for any GA deliveries. Easton no longer offers K1. It says please submit sealed bid, clearly marked, heating oil. But then there are certain systems, monitor heaters in particular, which will not operate on anything but K1 and Eastern. Basically, that market, you can't get parts for a monitor heater anymore. If your monitor heater's still operating, kudos to you, but it's near its end of its life, so that's why we are not offering K1 anymore. We are doing additive with the fuel oil to keep the gel down, and it's been proven in our market in other places where it's just as cold here. And I did want to kind of just say that the bid is the way it is this year because of the market volatility. We are a New Hampshire company, but we're here in Maine. I come here every day. I have employees here. But we operate under New Hampshire law for a lot of our things, and New Hampshire law requires that if you offer a fixed price, you have to have a contract to back your fixed price. With the market the way it is this year, we don't know what general assistance deliveries may be required. So to go out and purchase beyond what we bid for the town, we know what gallons you use. We have the history. We've already set aside the potential for the 7,800 gallons that the town used last year. But to lock in further gallons for general assistance,, we couldn't do that. That's why we're offering a market rate less 20 cents for general assistance deliveries. And who knows, maybe people will make friends and the market will go down and general assistance deliveries will be cheaper. But the town we know wants a budget for a fixed price. So that's why the bid arrived the way it did.
