[3:55] General Assistance Administrator: Yep, so they have to fill out an application based off their income the application produces and then if they qualify, if their income is, if their bills, their payments are more than what their income is, then they could qualify for general assistance. [4:14] Select Board member: And I see that I'm looking at page 27 of our agenda tonight, but it's based, is the general assistance maximums reference sheet and it lists all the different maximums that you could go with yes and I'm looking just for anybody that wants to look this over I'm trying to clarify this just so they don't think oh my god that's a lot of money that people can get overall but am I safe to assume that the overall maximums would be added in all these different categories like a housing maximum of food maximum the heating fuel the overall maximums electric yes ten supplements so a family of four if we were to add all those up totals roughly I think roughly eight thousand dollars a month or so that's not necessarily what people get but I you know I'm trying to help clarify this situation yeah that'd be we can explain a little bit better when people get [5:14] General Assistance Administrator: Yeah, questions. And then that's when we look at that family problems and we see if they do qualify or not. This is a well-deserved recognition for Patty. I worked with her at Wright Pierce for over 12 years prior to her retirement after a distinguished career at Wright Pierce. I also participated on the planning board during her tenure with the town. Patty is a true professional and the town has been fortunate to have had her dedicated services all these years. This recognition by the select board for Patty's service to the town is well-deserved. I also want to add that Patty was an excellent coworker at Wright Pierce and her roots are based in Topsoek. [13:07] Select Board Chair: All right, 26 100 consideration, any appropriate action on the resignation of CPC [13:16] Select Board member: and the future of Rico, and you received them copies of the resignations that we've got from CPIC committee, which brings us to the point we have to figure what we're going to do going forward. There talk to our planning department and there is no one that feels competent to basically educate for the form-based code because the planning board is about to have a session starting next week and they're going to be coming up with their questions about form-based code. You know, can you accomplish the vision and the comprehensive plan without form-based code? Can you do it other ways? Why is it important to have it? So the plan was to have our consultants, they were going to develop their questions next week, then the consultant was going to participate in November and try to answer their questions. So certainly the planning board could decide they want to do that. If they do that, we're going to spend probably about another three thousand dollars or so on the consultant. If it's a foregone conclusion of the planning board that they don't want to have form-based code which pursue because of some comments made at the last meeting it appears that may be the case and that may have been in part what triggered cpix resignation that if they say we don't think we've been convinced of this don't spend your money we'd rather move on to other pieces then we would not bring the consultant in and we save the three thousand the next question that comes up is what do we do now because if we're Not going to have form-based code and we are going to keep the planned commercial developments was one of the decisions that was made so far. We're going to need to have significant revisions done to the current draft of the code, one or the current draft to the record I should say. One of the nice things about the current draft or the new code was that it's easier to read that and I think it's probably easy to understand, but if we decide to make this many changes it's going to cost us a minimum tens of thousands of dollars to now do another draft of the recode and we may not be able to find someone to write it, because if we say we don't want form-based code, we're probably going to find the consultant that wrote most of it doesn't want to be involved. The planning director tried to see if she could find another consultant last spring that wanted to kind of pick it up in the middle of the project, and she was unsuccessful with that. that so kind of what we need the decisions we need to make for staff's purposes are we trying to revise the Rico draft which we don't think we can do without the consultant and if we need to rewrite that again to take out things like form-based code it's going to be tens of dollars if instead the method that the planning board says they would prefer is to try and take some of the things that have been agreed to the planning directors working on a list of things that came up at the joint sessions or even before the joint session some of them, and take that we could offer to the planning board that we take that list to them, they tell us which ones they want us to try to prepare drafts to the current code for, and staff would prepare those drafts and do redline versions, and because it would be working what we already have as opposed to trying to rewrite pre-code. And you might say why is it that the planning board you know is the ones making all these decisions, it's because of our ordinance, our ordinance says that any zoning changes have to be recommended by the planning board, so ultimately for the planning board to recommend something they need to be happy with what's going in. So at this point that's kind of why most of my memo focused on putting the decision in the planning board's lap, because ultimately I think they're the ones that need to recommend the changes. So certainly these may not be the only paths that could be followed, but as you see in my memo what I recommend is we go to the planning report you ask me to go to the planning board next week at their scheduled hearing and ask them what their preferences if they still want to continue looking at form-based code in which case they can do what they're planning to do that night come up with questions and we'll have the consultant come in November and answer them if they don't think that their mind could be changed that they want to go with form-based code then the decision might be made that night that we're not going to write those questions instead we'll tell you which things we want you to start working on for or changes to the current code, we basically got about four months where the planning board can be processing changes and get things still ready in time for town meeting. So like, for instance, one of the things that is on the planning director's list is the fix of the uses table. And there was a lot of discussion in quite a few decisions, at least we believe, made at some of the meetings a couple months ago. to go so that would be one that Sky the planning director has said she could quite easily prepare she'd use it to the use table in the spreadsheet get that ready for to go other things that the planning board talked about in context of recode was minimum lot sizes there were some changes that they seemed like they were signed on I say seemed like because I think we still need confirmation of them that the things the planning director believes they decided on the that they did but she's got a list like I said run by him so we could just processing those changes they probably wouldn't need to do a special meeting a month anymore they could just take a bite at a time at a regular meeting and then have hearings on all the ones that they think they've approved say in March or something to get it ready for town meeting there are we're making good progress on the battery storage changes that what we would need to do for the battery storage and I expect that the energy committee maybe as Soon as the October meeting is going to have something that they're going to start taking public comment on their own on the battery storage stuff before, and so that should be ready to hand over the planning board in January, so that would be a piece that could go. So I think there's plenty of things the planning board can be working on, but believe it or not, time is starting to run short, so we need to figure out what our plan is, and especially if we're trying to rewrite the last draft of the repo. there won't be time to do that for town meeting but i think we can we would have time to have staff prepare amendments for some of the things that the fighting board and cpic met and they were just the decisions that were made so far on that stuff i want to take a minute to recognize Susan Ray Reeves Susan has worked on this all of CPIC but especially Susan 's been doing this for six years before that she has put her heart and soul into this and done a ton of work on it and I know in some ways This is, I think, disappointed, disappointing, and I want apologize to Susan on behalf of the town, because Susan and I were talking about six months back and she had a talk with Rodman Lancet, our former planning director, and Rod said to Susan that if he had stayed at the town, his intent was to keep the planning board involved in the process all along. And so, and by recognizing Susan, I also am not throwing stones at the planning board, because if you look at it from their perspective, they ended up. With a 200-page document they had to absorb and process, and they had concerns, and they were also concerned about, you know, other unintended consequences, and as I think we know from much smaller zoning changes, we often have to come back and change them again. So I don't, I don't think there's bad guys here. There, I think there's different perspectives, and I don't think necessarily, or I don't think any of this was a bad idea. I think I remember first month of Musky school and one of the things they. Taught you is that what they call incremental change, do things in small pieces, it's certainly the most likely way to make it succeed. So I think Rod's point was good, and I think, you know, through no fault of our own, we've been through how many planning directors and how many planners, and we didn't have the consistency data that I think probably needed to shepherd this process. And Susan was really the only consistent person throughout the process, and she certainly worked harder on it than a lot of staff members along the way. So I want to thank her and CPIC for all their efforts. And I, again, I'm sorry this isn't coming out differently. Differently, but if I look at this from the best interest of the town, unfortunately I think it's probably not to keep spending tens of thousands of dollars rewriting codes that never get anywhere, because we're almost at the time we have to do our next comprehensive plan within the next couple of years. I think probably what makes the most sense is for us to again offer to the Planning Board, because it's their choice based on our ordinances, but I think probably makes sense to take the things that People have agreed to along the way and have staff prepared most for the current code. So my recommendation is that we basically go to the Planning Board and let them [23:12] Speaker B (unidentified): Give us some instruction on how they want to do the changes. I have a couple comments. I think [23:18] Select Board member: That we need to separate 26 100 because we want to take action on the resignation of CPIC and the future of Recode. I think we need to look at the resignation of CPIC as one piece and then the future of Recode as another piece. And the reason I say that is with everyone resigning, the CPIC team is an ad hoc committee, so that in essence makes it dissolve. And so with everyone gone, so I'm suggesting that at this point, that we let it dissolve and not fill those positions until we decide what we're doing in the future. And then also I wanted to just say, I brought a copy of the Planning Board Powers and Duties, and it says, to review the comprehensive plan is their job, to recommend land use guidelines for municipalities in the following areas, subdivision regulation, zoning ordinance, site plan review regulation, shoreline zoning, administer planning activities through effective ordinances and regulation, regulating, guiding growth. Growth, so it's already clear what their role is. And so I don't know how you all feel about taking this ad hoc committee and just letting it dissolve at this point until the board decides at a future time they want to reissue a new charge and start up the community again, but it is an ad hoc committee and with everyone resigning I would say it's dissolved. Comments. Well I noticed [24:49] Select Board Chair: We've advertised for a member saying we apply for any membership plan not in the past two weeks, so if you look at the second part of that, you know, I think that the next steps are having a time manager interact with the planning board as we talked about in terms of those items that appear to be in their mutual agreement when we receive that number, right? And so I don't know. [25:17] Select Board member: How you can object that in terms of emotion, we're just going to have a screen split up. We do need to decide, we do need to decide if you think it's going to dissolve and we're going to move on that, because either we have to post the positions and have them built or just let. [25:33] Speaker B (unidentified): It just follow until we want to do a new charge, so you want to add 26 out of 101 the discussion of the future. I don't know that we need a separate number. [25:46] Select Board member: I guess technically the agenda didn't really talk notice that, well, it's both in there. It says appropriate action on the resignation of CPC and the future of Rico. That's true, all right, so but it should really be two separate motions, I would think. Where do you want to stand on? I agree. I have a few thoughts that I've been jotting down. I've been listening to everything. To me, this is a large scale thing that we've been addressing for quite some time, and I want to recognize that the work really started from the comprehensive plan that happened in 2019. Correct. And in the comprehensive plan, many things were stated. A lot of work went into that. A lot of feedback from our town and members of our town went into that. Considering that one of the ideas was to propose form-based code and we called it Recode, and we were going to move into this idea that we could, we could move into this new thing that's going to really promote what the comprehensive plan really wanted. I want to also express that I think that's just one of many different possibilities and outcomes to accomplish what is asked of us in the comprehensive plan, so I don't want to negate the form-based code side of things, but I do, I do want to know, I. want to recognize that it was a lot of work to get us to this point if it's not working out with that doesn't mean that we stop the work you know there 's been many things that have happened that positive in our town because of the comprehensive plan we've had We've had additional sidewalks added. We've had additional crosswalks added. We've had speed humps in our town added to places. A lot of changes are coming through our town currently, and this is an important topic. This is something that we need to have specific attention on because the changes are imminent, but how quickly are these things changing and how well we will adapt. It's like what Mark said, little bits and pieces at a time is the best way to make it most successful. And at the same time, we do have almost 10,000 people in our town that reside here. And all of the 10,000 people have very mixed views on what they want and how they want it. And there are a fraction of people that would like to see the form-based code. There's a fraction of people that would like to see the current code. There are people that would like to prioritize reducing the tax burden. And there's ways to do that. All of these things form together. I just want to reiterate that the work has to continue, however it goes, whether CPIC is part of this conversation or not, or if we bring on new members into the committee, or if we dissolve this committee. The work must continue. We don't go through the process of spending lots of money on consultants for a comprehensive plan to do nothing with it. So I think it's important that the planning board hear that and hear that the work must go on, and that they continue thinking about the best interest of the town and in the ways that we can also provide the best outcome for everyone here, and that means looking at some of these items that were in the comprehensive plan, some of the things that are going to help us reduce the tax burden, and really helping developers come into our town as we look at different areas that we can develop, because taxes are going up. We have some uncontrollable factors in that with the Sagatok County and with our school districts. We don't have control over those things, but we do have control over the growth of our town and how we can implement certain things. So this is a much bigger picture, and I think a much bigger palette for a lot of us to really discuss, and something for us to stay more prized of moving forward. But I do think it's worth bringing this to the planning board and having those conversations with them and having Mark move forward with them to address a lot of these things and to make Sure that we stay on track and to make sure that we are addressing some of these comprehensive plan needs or wants or desires of the people in our town because that is important. That's why we're here. That's what we serve. And there's a thousand different ways that we can accomplish it. And just because it seems like we're not gonna follow through with one of those ideas doesn't mean this whole thing's over. Or I think that it just, we draw more attention to other ways to accomplish the same thing. [30:20] Select Board Chair: That's all I have. And that was a woke generator that compares the things that we have, a big large three code book, lots of them do there, comparing each other in there, so sometimes we can't go [30:32] Select Board member: through that and find boxes to continue with. But there was a, there was a lot of really good things that came out of the comprehensive plan in implementation committee, and I would like to recognize Susan and the committee for that. There was a lot of really good things and they are worth considering. And I do think that we need to take the best that came out of that and we do need to implement it. We do have a code that's written that's got us so far in our town and we've had it for 50 years. And I do think it probably is time to look at it and really look at some of the contradictions or some of the things that are too limiting for residents that live here or what they want to do on their property. Things have changed, like allowing ADUs, you know, this is a whole new factor. And there's a lot of things that have changed over the past 10 years. So it is time to relook at it and take an idea of what we can do with our current code, bring in the best of the best ideas, implement that, go through it, clean it up, redline it, underline it, however we want to do it. But it is worth doing all of this because our town does matter. The people in the town matter. We're all people that live in this town and we all want to see the best for the town just like everybody else that lives here. So big topic tonight. I personally want to take this as a, because it is a big deal and it's important, let's spend money. [31:54] Select Board Chair: That sounds a big problem for him and the book is there, documents are there, you know, we can't continue with that and go through it piece by piece. That wasn't compromised being made with the meetings and there was a disagreement in the meetings. That's fine, it's what we'll do, but it just happens that they didn't feel like they're getting anywhere. It's sorry to say that, but I put spit in one of their meetings coming up developing the plan, the wall out there. I remember when they developed that, the one come in there's all record all of this so i hate to lose this i hate to see them relying i've heard them to come back and fight and continue this food but it's their choice any [32:48] Select Board member: other comments? Oh, I agree that there are, there are some, there are some good things in the recode. There's also good things in our current code, and I think by meshing those two, you know, when like Ryan said, editing or, you know, whatever language you want to use, you can update or just modernize or whatever. I think there are pieces that we could use and we should use, but it's, it's going to take a lot of, you know, cooperation, which I thought we would get it. I was a little surprised when it took a sudden turn, but I think it's important that we continue doing it. I don't think we just, you know, throw it out. I think we need to keep doing what we've been doing, whether of the CPICs involved or not. I think we've got to continue the work like Brian said, yeah. [33:40] Select Board Chair: You think about that initial phase when it started out and all the participation we had, and there was a lot of interest, and I think there was a lot of excitement, and it would be a shame not to let those thoughts that were brought to us at that point, yeah, at least take the ones that are at least high priority, make sure we're ever focused on getting them done, very time sensitive and [34:02] Select Board member: And there's things that people are going to agree with and not agree with, but ultimately we have to do what's in the best interest of this town and what's best suited for development and all of those things. It's kind of like the process of how we accomplish certain things. And I know some of the need is more walkable, more bikeable town. We want to do those things. In order to do that, it's going to cost a lot of money, a lot of taxpayer money. Instead of doing that first, is there ways to help make sure that we have the developers that want to come here to bring in additional tax revenue for us so that we can reduce the tax burden and still have money to bring in more walkable streets and more bikeable streets? I'm not saying or suggesting that's the order of operations in this scenario, but there are things that we can do and it is kind of delicate. One thing will feed the other, that's right, and one thing we can't do is just over extend. The tax burden on the people here, because I don't know about you guys, but I get enough emails and stories about some of the retired elderly having to sell their houses because they can't afford their taxes here anymore, and that breaks my heart because I've been here for 40 years and when I retire I want to retire here and when I'm 70 I don't want to have to sell my house that I've lived in for 50 plus years at that time to because I can't afford to live here, but it's an incredible place. Thompson is an incredible town and we have to maintain that status, but we also have to make it workable and livable for everybody that currently lives here while we're trying to bring in and attract additional people, and we have to recognize what Thompson stands for, what Thompson represents, and what Thompson is, and we need to keep that, and that to me, that's an important factor, that tradition and that backbone of what we are in our identity, we keep that while we bring in other people and build. Upon those traditions and build upon our culture, and that's how we create a town worth living in for everybody. [36:04] Select Board Chair: In my mind, I haven't received any emails yet, I don't go to the store, I get jumped on every now and then and so on, yeah, why did you do my taxes here, read the black box, I don't know if we build. [36:17] Select Board member: Is there a motion that's going to be amazing? I mean, I don't agree with the agreement, we can split. [36:22] Select Board Chair: This into, so yeah, I think that makes sense, so we're not going to accept the resignation. [36:37] Select Board member: Of the resignation is the team is the team at this is an ad hoc committee, it's not a permanent the community. So the question is until we make, I'm not saying it's not going to come back, I'm just saying for like the next month or two while they're trying to figure out what to do with the planning board or the other part of this, when the entire team resigned it was dissolved. And so the question is are we going to acknowledge the dissolution or are we going to say no how that the team still needs to be there. Yes, and that's an important note, because if we were to bring on or create or have another cpc committee with new people, we would have to, I guess we could make a new charge at that point, but instead of carrying an old charge we would bring on a new charge. That would be the benefit of dissolving the current cpc, correct, but the current charge only to bring on a new charge with the new committee when the time is right, at the time it's right, and it could be any time, it could be in two weeks or four weeks. Not every town has a comprehensive plan to implement, implementation committee, because as board member Callahan, you know, normally that job actually rests in the planning board and they're supposed to be making sure it gets implemented. So we don't necessarily have a vacancy in Juby's by dissolving this ad hoc committee, you could certainly start a new one. If the planning board says, hey, we're having trouble keeping up with all our duties. We need some help. Can we have a secret? You can do that in the future. So, it probably would be cleaner at this point to acknowledge the fact that since everyone's left, there isn't a committee and then just wait if there's interest in demand, which we started afterwards. So it's not that there's no one left to do this duty if the committee is dissolved. Now, with that said, did the committee write worth? Absolutely. Absolutely. They had that long matrix of all different things that here's ways you can do it. So it's not like we're not working on a comprehensive plan by not having seen it. But if you all of a sudden get a bunch of people say we'd like to have a new committee in the future, then you can consider it and think about it or do it. Mr. Chair, we do have a emotional. Some of that money was paying for the recode consultants. It also paid for, there was a consultant how we write our shoreline zoning last year, that came out of that pool. It could be used for the town engineer to pay for him to review something. So it isn't, it's never been just wanted it up, it's not being wasted, it's never just for that, right? We intentionally budgeted low for that this year because we had some you carried over from last year so there's about roughly just from carry over about 50 000 it is tiff money so we can only spend it for basically consultants that help economic development or can be argued to help development but if it doesn't get spent it and we're not doing recode anymore so we don't see a big need for consultants we'd probably at the end of the budget year we would not ask to carry it over it would let it flow back to the tiff that it came out of the reserve on that tip i just want that clarified because I've been asked sometimes.
