[0:57] Speaker A (unidentified): Welcome to [1:01] Susan Deane: the regularly scheduled Finance Committee meeting. It is February 18th, 2026, Monday night at 515. Members at the table on this committee are Councillor Beck, Councillor Carson, Councillor Faloon, Councillor Malheur. I'm the Chair, Councillor Deane. We're also joined by Stephanie Kimball, who is our Finance Director, Council Chair Hawes, Councillor councilor leonard and councilor waugh first up we have bids and purchasing stephanie kimball [1:32] Speaker A (unidentified): thank you first item up is a becco for public works so an rp was put out we received three bids ranging from 108 to 146. staff recommends awarding the background purpose to united construction and far street based on excellent past experience they were also no better excuse me at 108. the pricing for the backhoe was requested as life cycle costing which you'll see on the french bid tab there's actually two bids that's the path and was budgeted for fiscal year 26. so staff requests approval to purchase tobacco from united construction and forestry for 108. like i said the first bid tab is life cycle costing that's what the rfu requested from the bidders the difference is this includes max total repairs for five years and less guaranteed buyback after a five-year period and then the following page the second big tab actually gives you the upfront costs without including the buyback amount and the repairs amount five [2:48] Susan Deane: year is the normal a lifespan of a backhoe before you turn it that's usually the turnover for the back of the sales for the loaders do you have any questions counselor [3:03] Speaker C (unidentified): check yep can you explain how the max hole repairs works the north of dubum had quote their one dozen as [3:14] Speaker A (unidentified): far as i'm aware and i might need your help on this one right what it should cost us over five years no [3:25] Speaker D (unidentified): with five years the life cycle wait for it fleet directly the life cycle costing keeps us under warranty for five years okay the full five years of the back up we usually do this because we know what we're getting from them so the 64,000 is what we're gonna get back when we trade this in five years. [3:54] Wayne Mallar: They'll take better care of you. [3:56] Speaker D (unidentified): Yes. Makes sense. We do it with large loaders and backhoes. [4:03] Wayne Mallar: So on the max total [4:04] Speaker C (unidentified): repairs I see like Beauregard Equipment has a 8,500 quote and Alta Equipment has 7,800 in their quote and you can't even do any. What exactly are they saying with the [4:14] Speaker D (unidentified): Max total appearance. Well, they're they're talking about the ball regard equipment has only a warranty for certain period of time, so they only have like a three-year warranty. The rest of the years are costing to do this. John Deere follows the five-year life cycle of the unit, and we're bonded with it. We still have to do the normal maintenance, the normal oil changes and greasing. [4:47] Susan Deane: That so any other questions, concerns? No reason not to go with staff recommendation for United Construction of Floristry. Thank you. Next up we have a wave bin process, common use passenger processing system, the airport AeroCloud? [5:20] Speaker A (unidentified): Yes, the airport utilizes a common use passenger processing equipment and software provided by AeroCloud. There's been a significant increase in domestic air travel, so they would like to expand the system to all domestic boarding gates to support operational demands. Passenger travels increased 22% from 23 to 25, and this expansion includes additional equipment and software licensing. The total cost would be over a five-year period, and the first year expense would be 193 394. Staff recommends waiving the bid process as a sole source procurement. The airport will be expanding a system that's already in place, and implementing new equipment and software with another vendor would require replacing the existing systems, which would be much more expensive. Questions [6:17] Wayne Mallar: from council? I'll ask you a question. You know, much more expensive doesn't tell me much. What are we looking at for costs for a whole new system? Possessive a dry airport director. [6:34] Speaker C (unidentified): This basically the expansion that we're adding with this system. Phase one was deployed a year ago, and you might not recall this, but when we started this process, it was to accommodate the needs that we had for Race Airways, and so we knew that was not going to be enough, the equipment we deployed, but we just needed a quick solution at least to get them through. As we obviously experienced significant growth, we kind of went back and analyzed what the actual level of deployment of computers that we needed and equipment. And so over the span of this expanded contract, we should be able to deploy all the equipment that we need. [7:23] Wayne Mallar: This is a common company that deals with our size airport. [7:27] Speaker C (unidentified): Yes,. And so at that time, obviously, as we were going through this process, we reached out to multiple vendors. And actually, interestingly enough, some of their competitors were recommending them for that quick of a solution to turn around the [7:46] Susan Deane: Service, thank you. Let's say, so you're saying that you chose the vendor, not Breeze, it was just a [7:54] Speaker C (unidentified): mineral too so you've been happy with them yes we 're very happy with them they work with all of the airlines so in essence what this system does is in the past we used to have a system in which each airline would set up their own computer at each gate and we would end up with five different computers at a single gate rather than doing that in each airline having to put their own computer and their own equipment software we brought that in-house and provided a single computer that takes less space, that we're able to manage any upgrades and any service needs that their equipment needs, and ultimately this is something that should have been deployed a long time ago. It never got deployed. So as the airport continues to grow, this will allow us to continue to serve not just the current airlines that we have, but any future [8:46] Susan Deane: expansion. Fantastic. Any other questions, any concerns? See no reason why we should not proceed with staff recommendation to go with. Thank you. Next up we have resolved authorized in the city manager to accept and appropriate 320,603 in state main department of transportation funds for the purpose of funding new mobile fare technology. This resolve will accept [9:26] Speaker A (unidentified): and appropriate the 32603 and state of Maine department of transportation funds for mobile fare technology and eva van and 24 repositioned bike racks. MDOT allocated 2 million in state funding to support transit projects. Community connector applied and received the 320,603 in funding. That is 100 state funded with no local match. It does need to be obligated by June 30th, 2026. [10:00] Susan Deane: Questions from Council? I think we like that there's no local match. Can't write back, am I, it's free money. Yes, yeah, it's free. Any concerns? If there are no concerns, we will see this on next review schedule. Council have prepared into financial statements [10:42] Speaker A (unidentified): does everyone have a copy for this? Hopefully you can see the numbers, okay. So yes, this is actually for quarter one and quarter two, as quarter one did not get completed unfortunately. So the first page is the revenues portion, second page is all the expenditures. I'm just going to describe what the columns represent first. So I'm on the revenues portion. This is only general fund, so this does not include all of the Enterprise funds. So this is only the portion that affects taxpayers, so you're aware Okay so the full budget for fiscal year 2026 is the first column that you're looking at. The budget projection through December 2025 is basically the budget divided in half for quarters one and two. The actual are the actual numbers. Then the next column is the difference between actual versus the budget projection, actual as a percentage of projected budget, and actual as percentage of full budget. Then we have the reference numbers for the notes in the next column, and then the remaining columns are is the same information for last year so that you can compare. Obviously since we're halfway through the fiscal year, the anticipated percentage for each item should be about 50 percent. Any variances of more than 10 percent over that are explained in the notes. Would you like me to go through each individual to align or I'm [12:40] Susan Deane: not sure how it was further clarification or are we comfortable with questions [12:47] Wayne Mallar: on this? I think we need to just digest it and we'll ask if there are questions. We're going to ask later. As far as I'm concerned, we're pretty [13:00] Susan Deane: close the previous year, yes, but [13:12] Wayne Mallar: I'll ask one question. Yeah, I understand you 're if you budget fifty thousand dollars with it being through two quarters, you're automatically assuming that it's you've used 25 of it, right? Okay so you're but now with taxes where they mostly come in one quarter, how do you do that budget that you're still budgeting on a monthly basis? It's still being one, yes, which doesn't really give [13:40] Speaker A (unidentified): us a good idea of what's going on. So for an example on the expenditure side is the insurance line for instance, we paid it all early. Exactly, usually we pay the insurance twice a year in quarter one and quarter three, but for one reason or another we paid it in quarter one and two do this year, so it was just a timing difference, so that's why it's so much higher for that one. So City Council last year had increased expense due to a training session that was $25 that I noticed the budget included the cost of conferences and training for fiscal year 26. So you would see a little higher budget for fiscal year 26. For records, I think they were pretty much on par with budget, yes. Assessing, legal, executive, human resources, all were pretty much on par with budget. So Motor Pool had a significant, or fleet, excuse me. I used the old template that had the old wording so motorboat or fleet had significant decrease in expense of approximately 70 000 for parts overtime and fuel overtime expenses were lower than expected because staffing did not become an issue which was great community connector expenditures decreased when compared the last year due to spending less on capital finance was relatively on par with budget insurance i pretty much explained that was just a timing issue it looks higher here but of course in quarter three we won't have that expense planning was on fire with budget economic development there was a change in staffing and everything else down to debt service was on par the payments for debt service were decreased because bonds from 2013 are getting close to maturity tiff decreased budget for fiscal year 26 multiple credit enhancement agreements had expired pension and other fringe the pension and obligation bond debt service is being paid in June which is a big chunk and transfers from operating the capital fund for projects approved through the budget process and the differences relate to timing of the transfers and then other agencies library county taxes etc those are made as incurred and generated quarterly did [17:29] Susan Deane: you get some help with this issue oh yes i appreciate it very much okay does anyone have any questions on that portion now we circle back we do okay have any updates for us so i was wondering and it might be a question for carolyn [17:56] Speaker A (unidentified): should we put it on another agenda for questions that might come up to [18:02] Susan Deane: go over i think that would be fine to look at it over more two weeks from now you could just have an item to follow questions okay very good all right questions for okay with that i believe finance is adjourned at 5 32. next up is a special gov ops meeting
