Speakers labeled via automated voice-based diarization + AI name-matching against the city's official roster. Automated transcription can still mis-hear a name during fast speech (e.g. a rapid roll-call vote) -- clear near-misses are auto-corrected, but this is not manually verified line-by-line. Treat names as a strong best guess, not an official record. Home addresses that residents give are left out of this page.
[2:25] Nathaniel King: We're going to hold off for about nine more minutes to see if a fourth member shows up, is able to show up. A few more minutes to see if a fourth member was able to show up or maybe got delayed or something. So that's all we're waiting on. If there is no fourth member, then I do not believe we would have quorum for a certificate of appropriateness. So then we would discuss about moving it to either the special meeting we're having on the 16th or if we would want to push it to the May meeting. Meeting so we will discuss all that momentarily for the member to show up if they're able to make it, otherwise we're going to handle the other business on the agenda and then we will have to postpone the certificates of appropriateness to the next meeting.
[8:15] Speaker B (unidentified): Findings of facts so we won't we
New Business
[8:19] Nathaniel King: Haven't technically have a quorum to hold the meeting, we just do not have the number of people to vote that we would need for the certificates of appropriateness, so we have to have four for those votes, so we would be able to do all the other business, just not the new business.
[8:37] Speaker B (unidentified): I was just thinking that we could get rid of those agenda items at least, yeah we could.
[8:45] Nathaniel King: I don't know, I don't know that I need to read the script necessarily for that, no, so in lieu of the third voting member, we are going to go ahead and handle the old business, which is adoption of the meeting minutes and then adoption of findings and decision for 62 High Street. And then we will also handle the other business on our agenda, which is a Jane's Walk announcement. Announcement so I will not be reading the normal script, so we're going to handle that business and then if we do get quorum for the new business then I'll launch into the Expedition of the HPC, so but I would entertain a motion if there are no changes to the meeting minutes from the March 12
[9:40] Katie Coe: 12th 2026 meeting, a motion that we, I make a motion that we accept the meeting minutes from the March 12th meeting as they are written, seconded, okay, oh yes, and I also though yes.
[10:01] Nathaniel King: Meeting minutes from the March 12th 2026 meeting, the HPC is adopted, or adopted, okay, and i would also entertain a motion for the adoption of findings and decision for 62 high
[10:14] Katie Coe: Street, i move that we approve and adopt the findings for 62 high street as discussed at the last meeting and as described in the materials provided for this meeting, seconded.
[10:32] Nathaniel King: Yes, I also vote yes. Do we need to adopt the, we approve the adoption of findings and decision for 62 High Street. Moving on to other business. Anya, did you want to announce the Jane's Walk?
[10:50] Unidentified speaker: Walks, so there will actually be three Jane's Walks in Bangor, which I found out there was going to be a third one a few days ago. Penobscot Theater is putting on one at 11:30. I don't know what the subject of theirs is, but the city is putting on two. One is at 10 a.m. and it starts here at City Hall, and we'll focus on downtown, and the subject will be urban renewal and Bangor in the 1970s, which date, oh sorry, May 2nd, first Saturday in May. And then that, the city staff on that will be Ann Krieg, the department head, and then I and Nate King here will be leading a walk at the waterfront at one that day, and that will start at Broad Street Park and focus on the history of the waterfront, including pre-colonial history, Revolutionary War history, and then up until present day, the history of our maritime industries, and Nate will be giving most of the subject matter on that, but should be an interesting walk, so
[11:54] Katie Coe: come prepared to hear about boats. The third walk you said, yeah, I just found out that
[12:01] Unidentified speaker: Penobscot Theater Company is putting on a walk at 11:30, but I don't know what their subject is. I will say there's a website, Jane's Walk Maine, if you just Google that, they'll put a full roster of the Jane's Walks on there soon, so you can find more information there.
[12:20] Nathaniel King: Thank you, and it is currently 7:11, so we will give it four more minutes and see what happens.
[12:28] Unidentified speaker: Awesome, thank you. Jane's Walk, Jane Jacobs, the purpose of the walks is to celebrate the life of Jane Jacobs. She was an activist back in the 1960s, and a lot of her work focused around urban design and community connections and things like that, so we'll be talking about that too
[13:08] Katie Coe: during the walks. Yeah, thank you, I'm looking forward to them. I was going to be out of town, but I don't think so now, so yeah, it's
[15:53] Nathaniel King: currently 7:15, and we do not have enough members to vote on the new business, so we have a couple of options. We can move, will we be, are we able to move the new business to the meeting that we're going to have on the 16th, or would we have too much on the agenda given what we want to discuss on that meeting?
[16:16] Unidentified speaker: It may be a hefty agenda. Okay, I think that you and the applicant should discuss it. Sure.
[16:23] Nathaniel King: The applicant, if you want to approach, turn on the microphone and we can talk about it. Oh.
[16:31] Unidentified speaker: Good evening and thank you for having me here and taking the time. So originally we were here to present on a couple of applications and also to give you guys a quick recap or rundown on the progress of previous application that we're currently undertaking. So I didn't know if you guys want to take a minute and at least do the recap and or that might save a little bit of time for joining a special session that might be available for us.
[17:00] Nathaniel King: I mean it's it doesn't bother me to do the recap. I know the other member the other regular member wasn't on the commission whenever the for the past project so it might be good for them to have it. But also I mean I'm gonna leave it up to you as the applicant if you would rather do it now and knock it out. I won't I won't stand in your way. You know it is going to be we are going to have a pretty full meeting in what next week after next so it's entirely it's up to you. I'm happy to accommodate. Whatever you want well then let's save the good stuff for that.
[17:32] Unidentified speaker: Meeting it's only a short few slides and it would be a benefit for them to see before after how it all came together. So okay I would advocate for that. Okay that's fine so then we'll just squeeze.
[17:47] Nathaniel King: It into that meeting we're still holding the meeting still at seven yes I assume you want.
[17:54] Unidentified speaker: To do this project sooner but just offering that we do have a meeting on I think it's May 14th we don't have anything on that agenda yet but it's up to you know if you would rather go to. Next week we can do that too. So well if it works for you guys I will make myself available and present if the meeting is concise and there's still some time then I would present when it works best for you guys. If it doesn't turn out to be the case in that evening then we'll make arrangements for the follow-up meeting then okay.
[18:29] Katie Coe: How would you all I mean I think that I'm reviewing the application here I think that it's a very complete application. I think we can probably move through it pretty quickly. It certainly would be you know the reality is that they need to get moving forward on their work and the sooner that can be addressed for them it's just a practical matter. So I would advocate for trying to squeeze it in and working to streamline the discussion as much as possible. We've all looked at this it's a very. Complete application.
[19:01] Speaker B (unidentified): I think okay I think we should always prioritize our applicants over our other business.
[19:09] Nathaniel King: Works for me. Okay, well, if you're okay with that, then we will, you should motion and motion and vote on it. Fantastic. So I would entertain a motion that we move the new business this to the April 16th meeting special meeting of the Bangor HPC. I would like to make
[19:28] Speaker B (unidentified): that motion that we move the meeting to April 6th this these items to April 16th. I'll second that.
[19:37] Nathaniel King: Yes, I also vote yes. Okay, great. So we will move this to April 16th at 7 p.m. I apologize for all this, but thank you for your understanding and flexibility.
[19:51] Unidentified speaker: So thank you and the samples have you guys had a chance to look at them? I can bring it back next
[19:56] Nathaniel King: meeting. Let's bring, yeah, let's bring it back next meeting. So seeing as how we have no other business or anything else that we need to discuss, I will use my one power and adjourn the meeting.
