Speakers labeled via automated voice-based diarization + AI name-matching against the city's official roster. Automated transcription can still mis-hear a name during fast speech (e.g. a rapid roll-call vote) -- clear near-misses are auto-corrected, but this is not manually verified line-by-line. [0:00] Dave Woods: 10 o'clock so you have to go from here to alfred
[0:03] Chair: I'll call the meeting to order. Or what is it for? The planning board for Friday, October 16, 2026. And we just have basically one on item on our agenda. I don't think there's any need unless the board has anything that they believe we need to address at this moment. Okay, then, Brendan, will you just kind of summarize where we are on this?
[0:49] Mara: Yes, this is an application to amend the Norton Woods subdivision, which was approved in April of 2025. The amendment is just transferring the ownership of the conservation land to the Great Works Land Trust. Previously, it was under York County's Soils and Water Conservation District. However, the applicant has changed that to Great Works Land Trust to be their conservation partner and a fee-simple structure. There are no physical changes with the design at all. No new buildings are proposed. No new lots are proposed.
[1:23] Chair: Okay, and it was approved?
[1:25] Mara: Yes, that is correct. Is on the 24th of September, 5-0. There were two
[1:41] Chair: members. I was I was absent from that. Mara
[1:47] Mara: was absent as well. Yeah, okay. And then for
[1:53] Chair: For the record, the very next scheduled meeting...
[2:00] Mara: Wayne, can I just say one thing? Yes. Two missing members, the vote would have been 4-0.
[2:06] Dave Woods: Oh, that is correct. Just to make sure that we're correct on...
[2:10] Mara: Yes, that is correct. Thank you.
[2:11] Chair: Yes. Thank you. So that was the 24th, 4-0. And the very next meeting, which was October 8th, was when we were presented with the findings of fact. And at that point, we were missing two of the members who were present at the last meeting. So we had two members present who were at that previous meeting and two that weren't, and we have five. We had four. We had four that night. So, under an abundance of caution we discussed it and decided that we, as we do with minutes, if the main municipal says that you cannot vote to approve minutes unless you approve minutes, you know, either been present in the discussion or have substantially caught up with it, including watching the video or listening to the audio of that meeting to know what the discussion was about. And again, right or wrong, under abundance of caution, we decided that the approval of the findings of fact would fall under the same category of minutes and decided to put it off until the next meeting and so let's take a look before I for the record just have it on audio is that we have Crystal Tenney here Wayne Boardman board chair we have David Woods vice chair and Gail bill it as board secretary okay then let's let's discuss the findings of fact anybody didn't need additional information needed to be put in there to
[4:39] Dave Woods: complete it, dates and so forth. It was pretty straightforward. The one thing I think that jumped up a little bit. So page two has dates on which the board met. I don't know if that seems out of place, but then you scroll down and it has another section of final plan approval date. I'm not sure if we just need to fill in the dates for.
[5:13] Mara: Brief materials, as in under where it says final plan on the top of page three?
[5:19] Dave Woods: Page two for me, I'm not sure if it's, yeah. Yeah, so under dates of which the board met to consider the application for sketch, preliminary, and final and public hearing, so we just need dates inserted. Yeah, I've got on this
[5:38] Mara: copy I've got the 24th of September 2026 under final plan for both of those. Okay, I'm working off
[5:43] Dave Woods: the eighth agenda, so right, is there an updated one for today's? Yeah, I think I probably would
[5:49] Speaker D (unidentified): have gone through, made some edits, just to double check. Would that include an update to on page two, the final plan, it lists dates and bullet point number three, and again I'm working on the same document that Dave Woods is. It says dated September 2026, there's no date in the line with the other bullet points.
[6:14] Mara: Gotcha, yes, I think that one, it was more just a matter of waiting to see what the actual date was on the plan set.
[6:24] Dave Woods: And that's been filled out for this copy? Yes, that has.
[6:27] Mara: And it's also included on the new plan set as well. That was the concern that I had. They had it dated as September of 2026, just in case for some or whatever reason, if you got pushed to October, then they could revise it to the October date.
[6:44] Chair: Yeah, so with those items out of the way, I don't have any other comments or items that come through. Okay, then if there's no more, I'm gonna hear a motion.
[6:59] Dave Woods: Authorize the chair to sign the findings of fact for Norman Woods Open Space Conservation Subdivision Amendment, Tax Map 0099, Lot 0023.
[7:10] Chair: Second. Okay, moved by David, seconded by Gail. Any other discussion? No. Call for a vote. Vote. Crystal? Yes. And David? Yes. Carol? Yes. And the chair votes abstain. Just to be safe. We've got, so it'll be three, zero, and one abstention. Okay. And I can sign the findings of the act as I understand it, simply because I am just signing it for the board. I'm just representing the board on this particular one. It's been duly passed, so I can
[7:54] Speaker D (unidentified): sign the findings of fact. Can we make a verbal confirmation that with a vote of
[7:59] Dave Woods: three that this does move to an approval of B? Yes, we simply have to have a quorum
[8:12] Chair: and any votes can be done with a vote of three and a board with five. So yes, that can be done. Okay, then is there any other business that we need for this meeting? Okay, so Brendan, you'll have the plans, the findings of fact ready for my signature. Sure. And we can move. Yes, sir. Yes, sir. Okay, if there is no other business, then we can adjourn. Hearing
[8:55] Mara: no complaints we are adjourned adjourn at 10 0 8 a.m. on the 16th
