[1:13] Susan Deane: Good evening and welcome to the regularly scheduled finance committee meeting. It is July 20th, 2026 at 7:23 p.m. I'm the chair of the committee, Counselor Dean. Also on committee is Carson, Concert, Balloon, Council Back, Council Mallard, also joined by Counselor and Counselor Leonard, and we have our city manager Carolyn Lear to discuss some of our bids and purchases. Yes, so I'm filling in for Stephanie tonight on a well-deserved vacation, as I often do. I'm just going to invite the department head up who is expert in these items.
[2:01] Jeff Davis (Director of Engineering): Hello, Jeff Davis, Director of Engineering. I have a couple of bids in front of you tonight. First one is for the George Walk sewer I-95 crossing. This project is out near the mall in Holden Road. We are trying to get sewer capacity for that sewer shed at George Walk. I'm sorry, let me start over. We're trying to get some capacity out by the mall, so this project is to get a horizontal drill in underneath the interstates. So we solicited bids for that work. The work is for approximately 475 feet of 20 inch fusible sewer pipe. Again, as I said, it's for capacity for the subsections of Georgia sewer subsections, which was detailed in the Haley Ward report done in 2024-25. The engineering department solicited bids from six contractors that have experience in this type of work. Only one contractor, DBU Construction, submitted a bid because they were working for Main DOT for the open road divergent diamond bridge for Sergeant, so we actually got pretty lucky there. But again, this contractor is in within our budget and they can do the work within our time frame, which is to get the work done this fall, and the bid is for 933,000 dollars. So staff recommends awarding that project. So sorry that beginning was a little confusing because I lost, I almost said my second item is for a sidewalk and i 'll just talk about that big
[3:48] Susan Deane: Big items on your excuse. We have any questions regarding this.
[3:54] Michael Beck: Council Back, so it says here that ARPA funded is the full original budget, my 1.8 billion or so. Is that all the funds? Yes. Yeah, so sorry, but I was going to say my follow up to that was after we take the 933 out for this project, there's something else that the remaining part of that budget is going to go for. Yeah.
[4:13] Jeff Davis (Director of Engineering): Yeah, so this is phase one of the multi-phase project out there to get capacity in that area. And you know, this stems from the what we call the Kmart pump, Kmart pump station that's, you know, on this last leg. It's used, it's been it's useful life, so we are working on trying to eliminate that pump station. So this is phase one. This gets us underneath the interstate. This is the most difficult piece to do, the biggest chunk. So the second phase will do gravity work from Banger Ball Boulevard down, big Mall billboard ties into this super
[4:49] Michael Beck: Fight in Apollo if I could. And I remember we had done some kind of moving around with fun with the events to make sure that, you know, we met deadlines and so on. I know that we have a deadline by the end of this year to spend our refunds. None of this money, it's all going to be spent by then, or is this not required to be spent? That's the interest money. This one is required. That's what we're doing this fall. Okay, good. And so we're looking good for that? Yes, great.
[5:14] Carollynn Lear: Thank you. It's been a lot of moving parts. Oh, I bet. Yeah, but yeah, I'll sing Jeff's praises. He's made a valiant effort to ensure that happens. I'm not just me, this, you know, I have a good
[5:26] Jeff Davis (Director of Engineering): Staff and also Amanda staff. It's been a lot of work for all of us to get this to where we are now. Just spend the money, so yeah.
[5:36] Susan Deane: Any other questions? You're
[5:40] Carollynn Lear: Looking for a motion. Good question. All right, move staff recommendations.
[5:45] Susan Deane: Second. Good motion. We have a second. We will move this forward with staff recommendation for next council meeting. The second
[5:58] Jeff Davis (Director of Engineering): One, I'll try not to be as confusing with this one, is for sidewalk on all the roads. So we recently solicited for sidewalk work along all in road, started on Hammond Street and extended towards Hammond Street, Almond Road, for 0.48 miles. We had seven bits come in between 308,000 and 557,000. LZT Services out of River Main was a little bitter. We've had good experience with that company. So we're recommended award for $308,775. 50% of this is local funded municipal share, and then 50% in state funded through Main DOT and backs UPI grant, which we used for Main Avenue sidewalk that we just completed last month. So again, we're recommend an award to LGT Services for sidewalk on Almond Road for three hundred and eight thousand seven hundred and seventy five dollars. It's
[7:08] Susan Deane: Regarding the sidewalk on Avalon Road.
[7:12] Michael Beck: Council back, is this gonna be done in time for a little robot buddies checking out one of them? No, not
[7:18] Jeff Davis (Director of Engineering): This one, the new one, yes, and
[7:28] Carollynn Lear: How many feet just about a half mile so we're connecting two pieces?
[7:34] Jeff Davis (Director of Engineering): So we have, we're starting at Hammond Street, going on Alden Road towards VIP and then Tim Horne's section of sidewalk that he's missed there. This will connect us all the way to Hammond, even if it's a bioreconnection.
[7:51] Susan Deane: Was the goal to have sidewalks on every street, eventually, is that what it was?
[7:56] Jeff Davis (Director of Engineering): Not every street, but you know, streets that we're seeing a lot of pedestrians use walking in the roadway somewhere certainly and when we can do it with you know grant funding that helps to cover them that's the cost we'd like to do that if you have
[8:11] Susan Deane: Any concerns about this or questions entertain a motion start recommendation second promotion we have a second we will go with staff recommendation and we'll see this at the next council meeting.
[8:24] Jeff Davis (Director of Engineering): This is 154 000 for local share so I think Stephanie said I didn't do an order for this.
[8:32] Carollynn Lear: Because she said well great thank you thank you sorry for the confusing.
[8:41] Jeff Davis (Director of Engineering): I was out late last night at the word out concert with my 10 year old son nice.
[8:45] Carollynn Lear: It was a good one it was very good glad you had a good time all right all right thank you very much next.
[8:58] Susan Deane: Up we have a wave of
[9:00] Michael Beck: The bid process water quality manager counselor yep pursuant to one MRSA section 4056c to discuss the condition acquisition use of real property where premature disclosure of the information would prejudice the competitive or bargaining position of the city I move we go
[9:18] Susan Deane: Into executive session second the motion we have a second we need a roll call vote comes person yes and I will be yes we will be an executive session we will be back momentarily when you're back over we have what 7 46 finances back executive
[24:51] Carollynn Lear: Session making motion I would move that we accept the staff affirmation second we have
[25:00] Susan Deane: Have a second any concerns seeing none we will go with staff recommendation to waive the bid process next up we have a workout agreement follow-up so I'm gonna ask if you're willing to table this item Janelle couldn't be here tonight refer to her by her title our treasurer cannot be here tonight and I think she's really the one who has been fielding these interactions I'm not equipped to give you
[25:34] Carollynn Lear: Full answers to any questions so I think it just payments to people make a motion table to the next
[25:40] Susan Deane: Finance committee meeting. The motion, we have a second. We will table this to the next finance. That is all. We have any other finance issues to discuss? No. Then we are adjourned at 7 47 seven. Next up is business and economic development. This
[26:07] Michael Beck: is where we're going to obviously skip.
