Speakers labeled via automated voice-based diarization + AI name-matching against the city's official roster. Automated transcription can still mis-hear a name during fast speech (e.g. a rapid roll-call vote) -- clear near-misses are auto-corrected, but this is not manually verified line-by-line. Treat names as a strong best guess, not an official record. Home addresses that residents give are left out of this page.

Public Comment
[3:40] Speaker A (unidentified): Brian is a member that fires procedural work I don't appreciate it well yeah it didn't work it didn't work I'm glad you got your order in the wall any other nominations if not our final lead assessor will educate us and move the discussion so according to our bylaws when the board has a hearing obviously within a convenient place in the city the applicant is there with witnesses legal counsel and any anyone else wishes present and the assessor his or her agent's legal counsel and the public is able to attend we there's nothing in our bylaws that to say that the public can participate in the hearing and offer any testimony I guess it would be up to the chair and the board if there was really significant testimony that someone wanted to offer but the public at least at this point is able to be there would just not offer I don't I would have public comment we would have to check during a hearing on a piece of property the value of the person what about that check any pressing evidence I mean when if the issue comes up and then if you just go to the remote participation policy that the city council adopted There are some bodies that take public comment on a regular basis. Board of Assessment Review is listed, describes public, it says in the policy when the public bodies identified in this section are accepting public comment, public comment may be permitted by remote needs currently due under the following circumstance. Things so it kind of details the situation where someone can offer public comment, and a lot of times as I was informed by the city solicitor, so some boards you can publicly come and speak on any issue because more group is taking public comment, for example when this pretty council has a meeting and there's an item on the agenda and when that item is brought up the public can speak and give their opinion on that, and generally this policy is directed more toward public comment that's not related to an issue on the agenda and of general public comment, now in the general public comment period with the council individuals that are in council chambers they have an opportunity to stand up and have their comment on basically any issue of following the council time rules and such, so what this covers here is how can, how can individuals offer public comment over zoom for those meetings that are taking public comment, this is a process whereby someone has to identify themselves and send information to the city ahead of time and basically request time to make public comment be assumed on an issue unrelated to an agenda, so there's time to do that at 9 a.m on meeting that maintain this, you know somebody called on button and do they know the input, the board says you know you mean why was the board of said all review added to the knowledge, if somebody comes like I thought this morning someone in the city knows how to administer this, okay we don't, we don't have to as a board right and as the assignment right, I think they would, you would be notifiable that there's an individual that wants to provide public comment to an item unrelated to your agenda right, okay that's what I think generally so, and since we're listed as a I won't be a surprise if it ever comes up before the board, understood, and that's all I have regarding that policy is just to bring the board's attention, provide you with the popular hey next, how do we get on and it's unusual historically, it yeah so we have One regular member position available. We have two associates with positions available, so I'm working with the David Warren, our information officer at the city. Maybe send out an enticing offer to the public to make them aware of our three seats that are available. See if you can't bring in either engineers, real estate professional, lay people, anybody. Yep, anybody can pay for them. Could you put Peter Staples on McKinley Street on the list, or when we create that information you could receive it, send him an email asking him he might be interested, and I can say he might be interested, so a person of interest. Well, I think he wants to talk to something, he wants him, my explanation of what goes on is a long way short of what it what it ought to be, certainly for them. Probably blocking folks we know might be helpful. I don't know, I don't have very many ideas. I can't remember how long I put people, honestly so far back it's just pages of history. I think there are times when there are so many individuals who don't deserve, they know they often give their board of choice, right, and then those are full. Have a realtors association, I don't know if they're organized in that way where they have meetings together, but we can look into that, we can, I can't hurt to have a call and wait the next piece of engineering, another attorney, another attorney, yes, I'd be all in favor of that. I'm not quite 80 to that, I'm following George, oh try and carefully, be careful, so I just want to make the board aware that yeah, we're making an attempt to try to make it so that everybody on the board doesn't need to appear, so I'm hearing you know back the letter are, so we're drafting one now, yep, day to born will determine the final content. Are there other items might dissipate, would they come to us, so yes there was a revaluation, the company performing that service, you know offer to every taxpayer, the property owner, time to sit down with them sometime in early June or late June so that the property owner has a copy of the card, they know what the value estimate is, issues that they want to raise with their KRT agreement, they can do so at that time, and it's to care if they want to modify their evaluation estimate, and you know two full weeks of hearings, hearing time available where they have five or six individuals, eight hours a day for a couple weeks, so there's plenty of time, and then they've worked through everything, and the only appeals we would have that would come to me that would be everybody That feels their own value right then. I would consider with their abatement application and evidence that they wanted to go by that. Either the KRT didn't have to consider at the time, or the KRD maybe didn't accept their argument for some adjustment. And then I would work through those abatement applications in conjunction with therapy appraisal. So they're still providing, and then there should be any abatement application that was denied by me. Well, I'm
[16:07] Speaker B (unidentified): looking at you as I should know this, but was it a decent champion and my property value based on what donor I lived in and property size houses or something. It was independent of an actual appraisal.
[16:22] Speaker A (unidentified): So since 1993, we've reviewed sales from the previous year and made market adjustments to values to live by location and property type. So we made those every year to try to keep pace with the market. And we're always behind the market, but we make those adjustments to try to keep up with it. And that was the basis of the valuation change. And
[16:51] Speaker B (unidentified): then this assessment comes along based on that, to eventually further boost up or down based on the assessment.
[17:04] Speaker A (unidentified): So there's the value and then there's the tax rate. Yeah. Right, so the tax rate over the last six years has dropped from like 24 down to 17,, 17. Be because the value has gone up, but most of the value has gone up on the presidential side. Yeah, commercial industry evaluation by KRT, that's one of the provisions of the contract agreement and RFP that for industrial commercial properties they have to consider and develop the interest. They need to develop reasonable values for commercial, industrial, and every property type. And the number of people we've used in entrance, is that a problem? So, KRC currently is doing all the call outs. Doing bunches of 500 properties or 1,000. But currently, they've already gone to the property market. And now they're sending out letters inviting the property owner if they so choose to invite care eat, I mean instruction. So when that process is done and for those properties that still have not been visited inside and they will make another on-site attempt. Okay, just make it as readily available for the data collector to not have to estimate anything about the company. They can see the conditions, they can see the bedroom town by walking through the home and littering and out for just minutes. Really it's a really short process, but oh, I'll just ask questions and I don't, I think we've ever counted, although it doesn't like to close to the hearing, still going to use the appeals to us. Can we do an inspection in you? In that case, I would, I would probably accept the care of the president. And then we try to, then we get a call from, I mean, I can review property values, on the belief of certain that something is either high or low, do an exterior review of that property. Do you record from the coaching post or not? This is generally the flood with what care, sure, a
[20:43] Speaker B (unidentified):.r.t gained my house to my appointment and very pleasant, very pleasant, the life considerate guy just groups off before you watch it, just takes about, oh, let's say maybe 10 minutes, it wasn't brush, you just, you just walk through them with the employment, they don't have any of this. Yeah, they inspected my house, so I just must have been home the first time they came by, that's why I got
[21:14] Speaker A (unidentified): that letter. Yes, okay, yeah, you
[21:19] Speaker B (unidentified): guys have a pleasant experience, right?
[21:22] Speaker A (unidentified): No, they're pretty professional data collectors. Yeah, you know, they don't have any participation in the value, I see, you know, someone asked them, well, what's the value going to be now that you've been, those are separate functions, evaluation demons over here and the data collectors are over here. Yeah, now the daily collectors would participate in the informal hearings gathering information about you, giving that evaluation team, they don't, yeah, they don't need your one more period, you and your brother or me and my brother can't believe in public real estate we bought in the 70s, just prices, so the one thing with the revaluation, so the median assessed ratio will be about 100 to expect that there's a property value to full market value, and then the rate accordingly, and the spending of the city, any other new issues for us? I have nothing else to bring before the board, we have a whole people to move all over the place, we are here, and thank you for attending, thank you, oh my god.
