[59:19] Susan Deane: Good evening and welcome to the regularly scheduled finance committee. Today is Wednesday, April 22nd, 2026. Present for finance on the committee tonight would be myself, I'm the chair, Counselor Carson, and Counselor Mallard. So we only have three tonight, so if I could ask Counselor Fish to join us and Counselor Leonard. Thank you. Also present we have Council Walker, Awesome Mallor, Chair Pause, and City Manager Carollynn Lear, and City Manager Carollynn Lear will be sitting out for Stephanie Kimball tonight. We will start off with bids and purposes. All right. First up, we have a bid for the replacement of an airfield maintenance rotary welder. We need to go with the loan bidder, Greenway Equipment. Back to this one, I don't believe we even need a vote on it, which is under the $50,000. Yeah, it looks like they came in well under the budget of 57,000. Yes, so that's always a plus. Any questions or concerns on this staff recommendation to go with the low bidder? And then next on the list is AFM sander, a truck sander, the airport bid, the replacement of the truck sander, tender two bits came in and Allied Equipment is the low bidder, and that is staff recommendation. This is another one that is informational, and you know, the question on this item, I'm not sure if you know the answer, but if our budgeted 162,000, is that for one or perhaps more than one because it's quite a bit lower than I'm going to call it, did it amount, Mike, for it, we have a chair over here, thanks, Lead Director, what was the question? The budget amount was 162,000 and the bid came in quite a bit lower. Well, the bid for the sander and the plow truck. We bought the plow truck ahead and this was the ending for the plow truck, standard
[1:02:18] Speaker B (unidentified): piece for it. So I bought the plow from a different person in the theater from Super
[1:02:23] Susan Deane: House. And stayed within that $162,000. Correct. Thank you for clarifying that. That was my only question. Any other questions? All right, we'll go with staff recommendation. Thank you. Move on. I'll stick around. Move on to the, yeah, these are, most of these are yours. The next one up is a three-quarter ton truck for public works, bids ranged from 47 to 66. Staff recommendation is to go with O'Connor Auto Park. They were not the low bidder, but the lowest bidder didn't meet the bid specifications in the RFP, and O'Connor was the next lowest list. There any questions or concerns regarding this, just
[1:03:11] Speaker B (unidentified): a staff recommendation? Oh
[1:03:19] Susan Deane: Connor, I just realized I didn't move in second the first time. Do I need to go back and do that? No, okay, they're just informational. The next one's not mine. Okay, I'll be back. And the next item on the agenda is a construction manager for the construction of the old storage facility. Want to proactively come up in case there are questions. This is one that gets bid a little bit differently because it's for professional services, so it's not really your traditional low bid one.
[1:04:07] Speaker B (unidentified): Minute, let's go through brief
[1:04:10] Susan Deane: synopsis, maybe everyone knows what we're talking about.
[1:04:13] Speaker B (unidentified): Yes, Jeff Davis, Director of Engineering. So we're here for reward recommendation for the construction manager at risk for the cold storage facility. It's the bus barn on Main App. Currently there's a, an existing from the military days, just the big cold storage barn where there's no heat. That's where the Community Connector stores their buses at night. They have a small heated facility just off of that was constructed in 2005. This grant, which was which the city went after in 2023, is to repair the cold storage side. It's an old metal building that you can see through, there's no heat in it, the roof is leaking, and so this grant that was received is for the reconstruction of that. We hired a consultant, an architecture engineering firm, Artifex, to come up with 35% design drawings. And typically the process for these projects is a design bid form. So you have a full set of construction plans, It goes out to bid and then contractors bid on it and then you reward the contractor and then they go right to town and build it. This is a design-bid-build and the difference with that is that the construction manager at risk gets on board early to help value engineer the project and also help with costs because we're limited on cost with this for the grant. So we thought that this would be the best path forward for this type of project. So we have 35% drawings. We reward the construction manager at risk. They come on. We have a phase called pre-construction services where we all, the city, the architects, and the construction manager all sit together. We work to get a full set of plans with pricing, actual pricing, not just cost estimates. And then we move forward with that to stay within our budget. So the at risk is the construction manager takes majority of the risk to keep within in that budget. That's what that means. So it's really the best path forward for this type of project. So we had a bid out in early late winter, early spring, on March 11th. We received five qualification proposals from, let's go through here, we had a D Corp, which is product embryo, Benchmark Construction, Don't Construction, Nickerson O'Day, and Sheridan. We had a selection construction committee comprised of city staff. Are in our consultants, and with the FTA grant funding portion, you, it's a qualification package, so you don't see the price at first. You have to select the most responsive and the most impactful for the city, I guess, with their qualifications. And with that, we selected three of those firms that submitted. We interviewed three of them, and from that, we decided that Sheridan Construction was deemed the most complete and qualified, and then we opened up their pricing, and then if attached to this memo. You'll see their bid form, which is Appendix B1, and then you'll see a independent cost estimate that was done prior to the opening of these proposals. They're, they're right in line with what we expected. So you know, the selection committee in the city is recommended Sheridan for that contract. A lot at once, I know it's a different process. I think you guys went through this a little bit with another project recently, but it's very similar to that. Any questions?
[1:08:34] Susan Deane: So I would like a motion to, so moved, second, motion second, any objection, no objection, and this moves to the whole council, yes, thank you very much, thank you. All right, so the next item is a used vehicle purchase for the community paramedicine program. You'll recall that is a grant funded pilot program that we're hosting in the city, and public is looking to purchase a used paramedicine vehicle for that paramedic to use. They're looking to go with a 2022 Ford Explorer with a price of $35,000. And this one you don't need to quote on. This is.
[1:09:36] Wayne Mallar: A regular gasoline vehicle.
[1:09:41] Susan Deane: Mike knows the answer. Fleet director, yes, regular gasoline, no hybrid, yep, any other questions, any doubt, seeing none, used 2020 headquarters more, thank you, then the last bit to talk about is request to waive the big process for a power ambulance structure, which is the brand that city uses and all of our ambulances on the lean between, any questions before, yes, those were striker, right?
[1:10:47] Speaker B (unidentified): I'll just make the motion, thank.
[1:10:50] Susan Deane: You, I have a motion, we have a second, any doubt, no doubt, okay.
[1:10:56] Wayne Mallar: i'd just like to ask a question and i think i don't know the answer but i 've looked it over this was the funding for this is coming from the 26 capital plan and the 27. or is it the point just the 26. which is between we don't have a 27. no I know you don't that's why I was curious okay thank you we
[1:11:26] Susan Deane: have a motion in a second does this need to go to council or just I believe because it is waiting the big process processes yeah there's no doubt we'll move that to full council and the last item on the finance agenda is authorization to accept an appropriate 7.8 million for the cold bus bar rehab project assistant city manager up in case you have questions this is that federal funding that jefferson davis the director of engineering referenced earlier related to the contract for the construction manager. In this case it is the 80 20 grant, which means 20 falls to the local share. In this case the main dot is going to split that 20 with us, which means we're Bangor and the communities that pay into the system are only on the hook for 10. Bangor shares about 600,000 and we've already set that money aside in the capital budget. Any questions regarding this resolve? Can we have any idea of timing when this may take place? Yeah, it's expected to take about 18 months and in addition to the rehab that Jefferson spoke about, we're also adding on a training workforce development addition as well that will contain space for drivers as well as like an actual training of room and whatnot, which would be really helpful. Thank you. Any other questions? Entertain a motion. So moved. Second. Okay, motion of a second. Any doubt? Seeing no doubt, this will be anything to counsel. I think that's all. Thank you. Does the acting finance person have anything else? I hadn't done. I certainly have nothing else. Well with that we will be adjourned. It is 6 29. Next up is
