Okay, as I said a few minutes ago, we're going to have Courtney is going to read the what's the articles are going to be on the warrant and we'll do them one at a time so we can discuss any questions you may have. Hear [14:14] Select Board member reading warrant articles: me, there we go. So article two reads, to see if the town will vote to amend section two of the town of Liberate Budget Committee ordinance by reducing the number of members from five to three and authorize the select board to make any necessary adjustments to terms to implement this change and to adopt the amended ordinance as follows. Section 2, composition, election, qualifications, terms, vacancies. The committee shall consist of three members who shall be elected and who shall be registered voters in the town of Limerick. Any [Select Board chair/presiding officer: questions? Yes.] I'm [15:15] Public commenter (budget committee question): on the budget committee, I have a question about this. Why we would want to change it to three when we actually now have five members? I understand that there was difficulties in recruiting people for the budget committee, but now that we do have five, I don't think we should go down to three members. The problem would be that if there's three members, the quorum is two, and if there is any dissension, then there's not going to be a recommendation from the Budget committee. Also I think that the townspeople would be more interested in taking the recommendation from the budget committee if there are five members, so that's the way I feel. [16:26] Select Board chair/presiding officer: Why [16:41] Speaker F (unidentified): is it being changed if we have five members? Why is it being changed to three? Historically it's very difficult to get [16:50] Select Board member: a full board at the five people, and so we had looked at this and decided to put this on the ballot just to make it so that we don't go into budget season worried about not having enough people on a budget committee to conduct the business that they need to do, and it's just it's been really hard to get people, five people. [17:23] Speaker F (unidentified): Keep, but we have five people now. We do currently, yes. So even if we had three of the five that show up, that's still a quorum. It is around a meeting, it is. So what's, and I will say at the time of [17:36] Select Board member: Us placing this on the ballot, because we have to do it 60 days prior to, we, I think we only had two members on the budget committee, and then thankfully a bunch of community members volunteered to be on it. So at the time we had been saying Wade's been reading for a year that we're looking for volunteers, and we added this to the warrant because at the time we only had two members. That being said, we do have a full five member board at the time or as of current, because it was submitted, we can't take it off. So at this point it could be voted to go, you're gonna remove two of them. Nope, it would be at the expiration of their terms, so it would be phased out in that way. All right, article three reads, to see if the town will vote to amend section three, section one of the town of Limerick live streaming and cablecast of public meetings ordinance to read, all public meetings conducted by elected officials of the town of Limerick shall be live streamed and or cablecast via platforms and or channels maintained by the town, excluding select board workshops, that would be made accessible to the public, and to authorize those like board to make the necessary changes and adopt the amended ordinance. I'm [19:22] Select Board member: kind of feeling like since this is recorded live streamed and people that are at home can't necessarily ask questions, part of the reason for, or the biggest reason for doing this is because every time the select boards holds a workshop it costs us a minimum of $100 in videotaping. With the number of workshops that we need to have to conduct business to get things done, the numbers are adding up, and it cost the town a lot of money to record meetings that no decisions are made at. Since we can't vote, we can't make any formal decisions at the, at the workshops, it's just taken care of or, you know, reviewing policies, which for an example, which we started to do, we've had four hours of meeting on policies and we're still not done, you know, we still have to do doing our budgets for the year it would also alleviate if you've been watching you 've heard of the gully issue i'd say on foss road we could do a site visit as a five-member board to that and have it open to the public kind of similar to what the planning board does has site visits if needed on certain issues currently we can't do that we all have to go individually at separate times because that's how the ordinance reads and no more than three of us can be together at a time too yeah so it would alleviate some of those issues to where if we need to go outside of either the fire department or the municipal building as a select board, we can go and look and whether that's, I mean, I've done it four winters now where we all have a call to each other and we're playing the game of telephone of certain complaints in town. We all go at separate times to drive and check roads in the winter if needed, and like I said, that issue going on I think on Foss Road, it would be, it would alleviate that to allow us to go as a full board instead of just one-on-one, and we can all understand what each other is talking about [21:46] Select Board chair/presiding officer: out, it would run a lot more efficient. Yep, we also have an enormous amount of paperwork that we have to deal with, more so than before. The select board will meet on Tuesday, October 6th at 7 p.m. The Planning Board will meet on Wednesday, October 7th at 7 p.m. The Budget Committee will meet every Thursday at 7 p.m. starting on September 24th, 2026, and absentee ballots for the November 3rd vote will be available on October 5th at the town clerk's office. Voting day is November 3rd at the Municipal Building, 55 Washington Street, from 8 a.m. to 8 p.m. The select board is looking for one individual to join the appeals board. If interested, please contact the select board admin. Then November 7th is the Fall Craft Fair, 9 to 3, at the church, the Congregational Church on Main Street. We have five tables left. They're eight-foot tables with two chairs for $25. dollars. New this year, we're taking two of those tables, putting a divide in, line four feet each, having four children, minors who want to do a craft that they want to sell something, free for them, to give them an opportunity to start. So we're doing two tables, four foot each. Adult does have to be, they are not babysitting, but we just want to be able to encourage the children. Well, I was, it on the [1:16:47] Nutting, ZBA member: assumption that the, how do I will put this, the how the conditions were presented and not the personnel or personalities, we could also talk about the additional conditions that [1:17:10] Select Board member: would be something that the abortive or the zoning board of appeals needs to discuss with their council once they're appointed before you have those discussions any further on air. I mean, I know they had discussed having the hearing on the first, but that never got advertised. It got delayed. So as far as I know, nobody's told me that there are any other meetings scheduled. Schedule. Anyone [1:19:15] Select Board chair/presiding officer: else, just bear in mind that we have to close this meeting, the Slutman's meeting, at 8 o'clock sharp because we have, we have another public hearing that has to be started at 8 o'clock. [1:19:48] Public commenter: One, I know that years ago when they had the felt just Connor, they had cut the trees and they had gone out to bid, and I was just curious why they didn't do that this time, because I did notice on the warrant that the black bear got the four thousand dollars and it wasn't out to bid. Just curious why it was before when they cut the trees, but it wasn't this time. If [1:20:16] Select Board member or town official (tree removal discussion): you want to elaborate on that. Sure. Absolutely. We hired Rick Richardson. We hired Black Bear. He gives us a daily rate for his crew, bucket truck, all his equipment, and we try to find this most serious trees to take down, and that just happened to be one of them on the schedule that was hanging out over the power line, so we incorporated that with our routine. Yeah, [Public commenter: those are different] hazardous trees. That's a different account. This right here came out of the repair highways. So what we did was we designated two days a month and we went around and tried to get as many trees on different roads taken down. That was in the repair highways budget. The trees that Howard reached out to the tree companies and got bids on were some of the more intense trees that either need a crane or climbers, and they're more intense than what we did. So yep. Thank you. Okay. [1:21:28] Public commenter: Let's see what the other one was. I noticed that they are still having trouble getting paramedics for the rescue there. I noticed it was another four intercepts this time, and I assumed that the warrants that I read, it was like four in a week. So I didn't know whether there was maybe hiring new ones in the future or what's the status on that. I don't speak on behalf [1:21:55] Select Board member: of the chief, but I know as a department member, if the town would be willing to pay for more people to go to paramedic school, I know that we probably have a lot more interest. And as far as the paramedic intercepts go, the quickest and easy way to explain them is that the BLS, so like I'm a basic EMT, a BLS truck is charged, charges the patient $250. If we, and these numbers might be wrong, but if we intercept and we get a Waterboro paramedic or a Leamington paramedic, that patient ends up getting billed and we receive the billing as Limerick rescue. That patient ends up getting billed a higher for an advanced life support of $600, and we pay the paramedic intercept fee of 250. So you know, we're making money, you can say, but we're not losing money when we go on a paramedic intercept. [1:22:52] Public commenter: How many do we have now? How many paramedics? I think we have four that work, three or four. Yeah. [1:23:00] Select Board member: I think we have, we have maybe three. Yeah, three, or I think it was four. And you know, in the winter we get more people that like, we have more on the roster, but they work, you know, summer jobs, so they don't pick up shifts here, but I think if we want paramedics on shift 24 hours a day, 365 days a year, which is the ultimate goal for the best life-saving measures, it would be we have to go to a full-time department with full-time employees, or we pay for people to go get their paramedic. It's a long-time commitment, and it's a long-money commitment. If I were to go get my paramedic license, it's two years of four days a week and about $15,000 a year. From the prices that I've seen, so it's a very time investing and costly for to do it while working on a firefighter salary. [1:24:00] Public commenter: No, it's just, you know, yeah, you know the answers to why you look at the thing you say for a while. Why did have four, you explained it? Thank you. It, but don't we have actually a full-time fire department with part-time, we have per diem staff. [1:24:15] Select Board member: That we have a fire department that's staffed 24 7 365 with two, the goal is for two providers on at all times. That being said, the majority of the paramedics work elsewhere. You know, we have a paramedic that works at Goodwin's Mills, we have a paramedic that, a couple that work in Biddeford, in Saco, and so they can only work on their off shifts here, and they also need [1:24:39] Public commenter: time for their families and correct. Okay, thank you. I've been trying to catch up with the chief but he wasn't just here the last time. Okay, and what was that 30 day war waiver you just talked about? What was that? It [1:25:02] Select Board member reading warrant articles: was an email that we received. I was a part of it but don't know like all of the details. So Sean [1:25:17] Select Board member: Gerard waived the 30-day or 35-day hearing requirement to allow for the counsel for the zoning board of appeals and his attorneys to get together to figure out at times when they're available for the hearings. That 30-day [1:25:35] Public commenter: 35 wasn't just for because they had missed the deadline because you didn't have a board no this was to give the lawyers yes okay i can tell you that 's a problem oh yes october 1st picking up where scott left off being part of the budget committee i had messed up and thought that we weren't going to meet on october 1st but we were and the zoning board was supposed to meet on October 1st so we had our meeting at 6 o'clock and they were going to have it at 7 o'clock but that's been taken off the schedule because they were scheduled two weeks ago. It was on the calendar in this past week. Just curious because I was in the middle of the mess where it was on me that we were supposed to meet at 6 instead of 7 because the zoning board had scheduled for a meeting at 7. When did that change? I mean, that was because [1:26:39] Select Board member: two weeks ago was on the calendar. Once that he waved it, I mean, that came off. Whose decision was that? Is the appellant's decision when he waved that? Oh yeah, no, whose decision to take them [1:26:55] Public commenter: off? You know, maybe they had other things to discuss. I'm just, you know, who took them, they [1:27:00] Select Board member: don't have any other appeals going at the moment, so there wasn't anything else to discuss. When they set that, they set it for a hearing, not a meeting, a hearing. I'd [1:27:16] Public commenter: have to listen to that again but I thought it was a meeting, but anyway, okay, so who took again, did the chairman or the co-chair, or did the board vote, did the appeals board vote to take it off the agenda or off the [1:27:32] Select Board member: Calendar or did the one split bullet once we got the notice that it was on hold and Sean provided the waiver and we have been working at the request of the zoning board of appeals to get them counsel, different counsel, because first ones were not acceptable to them. I may, I made the call to have Courtney take it off the calendar because at that point the hearing wasn't going to go forward. Okay. [1:28:03] Public commenter: Well, Senator, if Scott wasn't aware that it wasn't on the calendar, did the board was notified then? [1:28:08] Select Board member: Well, I did notify the Board of Appeals that the waiver was that Sean had waived the 35- or 30-day hearing period. [1:28:20] Public commenter: And so there was no need for them to meet on October 1st. They were aware that there was no meeting. [1:29:04] Select Board member: The applications, I mean there are, there are a lot that, you know, I've seen a lot that have come in that, I mean, we aren't going to interview because they're either well out of state or out of the country, obviously not, you know, but this will give us a chance to review the applications and I think we need to, we need, my opinion, we need to set a executive session to go through and discuss the applications because we can't do that publicly. It's all confidential information to discuss the applications. To see who we want to hire so that we can start setting up interviews that Would be my suggestion. I mean, I was telling Lori and Wade outside there was a lot of applications for the bookkeeper position, which is amazing, we like to see that, but they all started morphing together with the amount of and looking at on my phone in my free time, so I think if we set up an executive session, I think we've gotten like 30. Yeah, or more, that's a lot. [1:32:40] Select Board member: And I have been in contact with Pretty Flaherty and they have requested the file so I forwarded that over to them and that is currently with their conflict check department and I have not been able to get an answer back from them on that but they are they are actively working and they said that if and they and they believe that they it will pass the conflict checked but once they do they will send over a retention letter for the board to review and vote on with hourly rates so we'll have to put. That on hopefully on next week's agenda, okay. [1:33:36] Select Board chair/presiding officer: Great next item the bricktown hall overhang. I sent an email out this morning to the I guess he's the person that handles the insurance claims for carroll materials and I get a call from mike carroll well short time after and they are going to go to their insurance company and get this thing fixed so we don't have to go through all the bidding and everything else. It's their problem they've got to fix it and that's why we can have them come in and. [1:34:16] Select Board member: Do a deep dive on the damage, yep so we make sure that it gets done thoroughly rather than us going. Yeah, we got a, back the end of August, there was a letter generated by all the, well, I shouldn't say by all the towns, by basically, mostly Waterboro, but it says, on behalf of the communities of Alfred, Shapley, Newfield, Lyman, Limerick, and Waterboro, they are writing to respectfully renew our request to utilize the local elementary schools as polling locations for the November and June elections because we all have the elementary schools and a lot of the towns use those and we pay a hefty amount and yeah we should be able to yeah and we should be able to use it so we got this letter here and I make a motion that we accept this letter and that we vote on it and sign it tonight. I mean, it's pretty straightforward. It's just what the maximums are that I can go by to determine what I can do to help people, basically.
